About the Role: The Policy Manager role sits within the Business Development team, whose primary goal is to lead expansion into renewable energy acquisitions (e.g. hydropower, solar, battery storage, and other technologies). This role has two core responsibilities:
  • Policy and Legislative: Develop and pursue the Company’s legislative priorities related to federal, state, and regional policies which impact our operating renewable energy business and shape our growth prospects. This includes legislation specific to hydropower, but also renewable energy and climate more broadly. Policy topics include water quality, fish passage, dam safety, generation efficiency, grid reliability, and federal funding incentives. We are looking for a self-motivated individual that can implement a policy vision and think creatively to achieve it.
  • Federal and State Funding Opportunities: Lead the Company’s extensive grant funding program, which currently is focused on the Infrastructure and Jobs Act, including but not limited to the Department of Energy’s 242, 243 and 247 grant programs. Coordinating the federal application process requires strong organizational skills, professional writing capabilities, and the management of many different teams throughout the Company.
What You’ll Do:
  • Serve as the Company’s point of contact with DOE grant administrators to ensure compliance with the Company’s extensive federal grant funding program, which will require coordination of a diverse range of Company employees involved with funded projects, including members of the executive, engineering, and project management teams.
  • Working with members of the Company’s executive team, the Policy Manager will play a strong role in determining which policies and specific pieces of legislation are most deserving of focus.
  • For the highest priority legislation, oversee company advocacy, including reaching out to our elected officials and their staff to explain our position and potentially working with external consultants and lobbyists.
  • Provide routine policy summaries to executive leadership team to capture relevant activity, as well as ad-hoc deep-dive presentations on key policies.
  • Work closely with the NHA and other hydropower asset owners to develop legislative priorities and strategies. Attend regular meetings of the NHA Legislative Committee and various state organizations and coalitions (ACE-NY, etc.) to follow and coordinate policy developments.
  • Provide a summary of current state renewable energy targets, and how the policy environment can be expected to impact the commercial value of the acquisition.
  • On an annual basis, lay out the work plan to complete federal, state, and other grant applications for all potentially eligible projects and work with the project leads to complete the application accurately and on-time.
  • The ability to travel as needed to business conferences and ECRE facilities located nationwide.
What Skills and Experience You’ll Need:
  • Bachelor’s degree in Public Policy, Political Science, Economics, or other relevant field.
  • Two years of Policy experience.
  • Demonstrated knowledge of the energy industry.
  • Excellent professional writing skills.
  • Outstanding organizational skills and attention to detail.
  • Critical thinking skills with the ability to identify and solve complex problems.
  • Strong time management skills and ability to meet deadlines.
