World Relief seeks a RCA (Refugee Cash Assistance) Intake and Support Supervisor to manage and oversee the work of the RCA Intake/Eligibility, Data Entry and Quality Assurance staff to ensure compliance with the TXOR RCA Grant. This Supervisor will ensure that eligible clients are timely and accurately assessed and enrolled so that they can receive financial support as they transition to self-sufficiency. This role involves direct supervision of staff, program implementation, compliance monitoring, and collaboration with other service providers. The position could have up to 50% caseload responsibility, requiring direct engagement with clients.


Role & Responsibilities

  • This role is responsible for supervising others and includes responsibilities consistent with supervising employees including but not limited to monitoring daily work activities, tracking and approving timesheets including approving time off, monitoring performance including entering goals, progress check-ins, and weekly or bi-weekly check-ins, documenting performance concerns, entering staff promotions, transitions, and separations in HRIS within required time frame. Managers at World Relief are also considered spiritual leaders and are expected to lead staff in a manner consistent with our Christian values including but not limited to praying with staff, leading devotionals, and fostering a Christian environment in interactions with staff throughout World Relief.”
Program Implementation
  • Oversee the daily operations of the RCA program’s Intake/Eligibility, Data Entry and Quality Assurance staff, ensuring adherence to federal, state, and organizational guidelines.
  • Partner with the RCA Case Management Supervisor to develop and implement policies and procedures for RCA program administration.
  • Ensure timely and accurate processing of RCA applications, payments, and related documentation.
  • Monitor the distribution of cash assistance to ensure it meets the needs of eligible clients.
Staff Supervision
  • Recruit, train, supervise, and evaluate assigned RCA program staff, interns, and volunteers.
  • Provide ongoing coaching and support to staff to ensure high-quality service delivery.
  • Conduct and participate in regular team meetings to review program performance, address challenges, and celebrate successes.
Client Services
  • Manage a caseload of up to 50% of the position's time, providing direct services to RCA clients.
  • Ensure that all RCA clients receive thorough and respectful assessments and that their eligibility is accurately determined.
  • Oversee the development and monitoring of payments to RCA clients.
  • Coordinate with case managers and other program staff to ensure comprehensive support for clients, including referrals to employment services, housing, and other resources.
Compliance and Reporting
  • Ensure program compliance with all relevant federal, state, and local regulations, as well as organizational policies.
  • Maintain accurate and up-to-date client records and program documentation
  • Prepare and submit timely reports to funders, stakeholders, and organizational leadership.
  • Conduct regular audits of client files and program processes to ensure quality and compliance.
Community Engagement and Partnerships
  • Build and maintain relationships with community partners, employers, service providers, and other stakeholders.
  • Represent World Relief Texas at community meetings, events, and forums
  • Advocate for the needs and rights of refugees and asylees within the community


Knowledge, Skills, & Abilities
  • Fluency in a second language preferred
  • Confident public speaker
  • Strong organizational capabilities
  • Strong attention to detail
  • Leadership and creative problem-solving skills
  • Program design and marketing skills a plus
  • Experience working with refugee or immigrant populations is highly desirable


Requirements
  • Mature and personal Christian faith
  • Committed to the mission, vision, and values of World Relief
  • Desire to serve and empower the Church to impact vulnerable communities
  • Able to affirm and/or acknowledge World Reliefs Core Beliefs, Statement of Faith, Christian Identity and National Evangelicals For the Health of The Nation document
  • Bachelor’s degree in Social Work, Public Administration, Human Services, or a related field
  • Minimum of 2-3 years of experience in social services or program management, preferably with refugee or immigrant populations
  • Supervisory experience is strongly preferred
  • Ability to manage multiple priorities and work effectively in a fast-paced environment
  • Ability to effectively manage stressful or crisis situations
