STAFF ACCOUNTANT

General Summary

Provide professional and technical governmental accounting skills and expertise for the Finance Department.

Duties And Responsibilities

  • Reviews, approves and posts computer batch entries; performs other technical accounting activities, including general ledger, accounts payable, revenue, accounts receivable, grant accounting, and payroll.
  • Manages special projects as directed, and performs complex accounting and analysis functions.
  • Prepare monthly General Ledger, investment, and other account reconciliation and reports.
  • Interprets requests and prepares complex journal entries.
  • Assists in the preparation of the annual Audit as directed; assists auditors as required.
  • Assist with preparation of Comprehensive Annual Financial Report.
  • Reconciles transactions and financial activities according to policies; records changes, reconciles and resolves differences; reviews financial and accounting records and corrects errors as required.
  • Monitors accounting document preparation for accuracy, completeness, and compliance with Federal, State, and local policies and practices.
  • Collects financial information and compiles data for reports.
  • Responds to requests for information; reviews, investigates, and corrects errors and inconsistencies in financial entries, transactions, documents, and reports; provides technical information to departments, staff and management as authorized.
  • Provide training and support to other Departments on accounting issues and procedures.
  • Maintains cooperative working relations with the villages, departments, and outside agencies; serves as liaison between various organizations and agencies; serves on committees, task forces and other groups to coordinate and standardize financial procedures.
  • Manage daily cash flow and on-line banking administration.
  • Maintain the chart of accounts database.
  • Prepare bank reconciliation and proof of cash.
  • Perform other duties as assigned.

Knowledge, Skills And Abilities

  • Knowledge of Borough policies and procedures.
  • Knowledge of Generally Accepted Accounting Principles and practices of government accounting and mathematical computations.
  • Knowledge of the principles of record keeping and records management.
  • Knowledge of specialized computer hardware and software applications.
  • Skill in reading, interpreting, understanding and applying accounting standards and procedures, applicable Federal rules and regulations, and Borough policies and procedures.
  • Skill in reviewing and correcting mathematical calculations and computations.
  • Skill in correcting and updating financial and accounting information systems.
  • Knowledge of staff coordination, delegation and authority.

Education, Experience, Certifications And Licenses Required

  • Bachelors Degree in Accounting or Business from an accredited institution or possession of a Certified Public Accountant license.
  • Two years of College Accounting courses and three years accounting experience, including one year of government accounting experience; OR an equivalent combination of education and experience.
  • One year of supervisory work experience.

Required Qualifications, Knowledge, Skills And Abilities

The City of Harvey is seeking candidates who are self-starters and possess the ability to communicate effectively with a variety of stakeholders (e.g., residents, employees, senior management, and elected officials). Position requires clear and professional writing skills and ability to verbally communicate effectively. The candidate must have proven ability to exercise initiative and independent judgement, the ability to tactfully control situations and effectively delegate and prioritize work to staff members, the ability to problem solve and multi-task to meet objectives and deadlines, and the ability to perform complex mathematical calculations, prepare and monitor budgets, audits, and various financial reports. Previous public speaking and presentation experience is desirable.

The ideal candidate will be able to demonstrate previous experience using enterprise financial/accounting software systems; prior experience using BS&A would be ideal. Candidates must be an effective leader and have excellent management skills.

  • Must be able to handle stressful situations.
  • Must possess mental acuity for attention to accuracy and detail.
  • Must see in the normal visual range with or without correction.
  • Must hear in the normal audio range with or without correction.
