Trilateral Research moderated the workshop with participation from members of the iToBoS project (IBM, Fraunhoffer, and MPNE) along with a group of patient advocates drawn from all across Europe, as part of the wider MPNE community. It was a blast! To more than 140 people online and offline Josef Lentsch and I were able to introduce the Political Tech Summit at our launch event. Since then, we have received a wave of encouraging feedback at a time when democracy is at a crossroads and populists and autocrats inside and outside our societies seem to be gaining the upper hand with the sheer volume of disinformation or conspiracy narratives they spread. Together with partners in and outside Europe, we will continue to work hard in the coming months to bring this ecosystem to Europe, to network across borders and to present innovative and hands-on political tech solutions to campaigners, consultants and political professionals. Stay tuned. Why this matters? We are in the midst of something of a renaissance in the way we renegotiate the values of technological progress and its application. Particularly in the context of the AI debate, this is about how we will receive and process trustworthy information in the future - especially in the political arena. Happy to see our report published by the Council of Europe! Co-written with Øystein Flø Baste & Malcolm Langford, the report examines how licenses are used to regulate the reuse of judgments published online in five countries: the UK, France, Estonia, Finland, & Norway. Specifically, we analyse how the legal framework and licensing practices in those jurisdictions balance the interests of transparency and accountability in the judiciary and foster innovation in legal information services, while also addressing privacy, fair public administration of justice, and IP rights. Our findings reveal significant differences in licensing approaches among the countries. In some jurisdictions, there is almost no regulation of reuse, while in others, there are specific licensing requirements concerning privacy and responsible AI use. Additionally, approval processes or technical restrictions govern bulk use for computational purposes. We recommend developing national policies, creating European licensing models, and establishing a European Working Group for sharing experiences and developing model licenses. 📣 📣 📣 The European Commission on behalf of the #EU announced this week the signing of the Council of Europe Framework Convention on #ArtificialIntelligence and Human Rights, Democracy and the Rule of Law. The highlights are: a. Focus on human-centered AI consistent with human rights, democracy, and the rule of law. b. Risk-based approach. c. Key principles for trusted AI (including transparency, robustness, security, governance, and data protection). d. Transparency for AI-generated content and in interactions with AI systems. e. Strengthened documentation, accountability, and avenues for recourse. f. Risk management obligations. g. Documentation obligations. h. Oversight mechanisms for IA activities. These guidelines provide an effective framework at the international level to address the risks posed by AI to human rights, democracy, and the rule of law. In this context, the Convention establishes a common approach to ensure that activities within the life cycle of AI systems are compatible with fundamental rights and democratic principles while allowing for innovation and trust. Thus, the instrument covers AI systems that may interfere with democratic stability, human rights, and a rules-based order, based on a differentiated and risk-based approach. The principles and obligations in the Convention will apply to activities within the life cycle of AI systems undertaken by public authorities or private actors acting on their behalf. As far as private sector actors are concerned, while the risks and impacts of AI systems still need to be addressed in a manner consistent with the objectives of the Convention, they have the option of directly applying the obligations of the Convention or implementing appropriate alternative measures. The Convention includes exemptions for research and development as well as for national security. It is open for accession by members of the Council of Europe, the EU, and other third countries worldwide. It should be noted that the negotiations included the European Commission negotiating on behalf of the EU, as well as other member states of the Council of Europe, the Holy See, the United States, Canada, Mexico, Japan, Israel, Australia, Argentina, Peru, Uruguay, and Costa Rica. In addition, contributions were received from 68 international representatives from civil society, academia, industry, and other international organizations to ensure a comprehensive and inclusive approach. #AI #HR #humanrights #dataprivacy #democracy #ruleoflaw

This week, I was in Chicago meeting with STAC colleagues and community members. The energy around our work was incredible 🔥 We’ve just released the final draft spec for our first AI benchmark. It provides an in-depth assessment of LLM inferencing systems. This benchmark goes way beyond the surface, capturing data around: 🔺responsiveness 🔺smoothness 🔺throughput 🔺energy efficiency 🔺cost-performance. We believe it’s the most comprehensive LLM benchmark out there. During our initial benchmarking, we uncovered fascinating edge cases. We’ll be presenting these at the upcoming STAC Summits. Next up, we’ll be exploring RAG workflows, vector databases, and AI ecosystem tools. On the analytics front, we have a lot of activity in the risk computation, model back-testing, and tick analytics domains. We also have two new events coming up - AI STAC and AI STAC Dev - with the speaker line-ups starting to look very exciting! I'm thrilled and humbled to be plugged into the STAC community. During the months of September and October, we will collaborate with the Institute for Research and Economic Education and the ORTEGA-MARAÑÓN FOUNDATION in Madrid, Spain with the second edition of the International Executive Program on Digital Transformation and Innovation. The curriculum structure of the seminar includes theoretical content and case study experiences with officials from organizations responsible for designing and implementing plans to improve public policies and services supported by digitization processes. -- Preparatory meetings for the Second Artificial Intelligence Forum in Vienna During the months of April, May and June, we held a series of face-to-face and virtual meetings with Velynne Ji (Xingweilin Ji), Global Coordinator, and Tianze Shan miembro del comité ejecutivo de SCLA to involve CAGG in the second edition of the AI FOR DEVELOPING COUNTRIES FORUM - 2024: EQUAL ACCESS TO LAW First Batch of Photos Vienna 2024 – AI FOR DEVELOPING COUNTRIES FORUM (aifod.org) In the meetings, we explored different options to involve as speakers leaders and specialists from social organizations and think tanks from the Global South, especially from Latin America and the Caribbean and Africa. Some of the thematic axes of the second forum will be oriented to the analysis of the context of the official presentation of the new regulatory regulation of the European Union on the development and use of artificial intelligence technologies, the view of the Global South on the applicability gaps and regulatory gaps. #CenterForaAdvocacyAndGlobalGrowth

🏫 🇺🇸 The Yale conference on Governing Citizens’ Assemblies and Governing (with) AI is being held tomorrow, February 28th. 👉 As citizens’ assemblies may come to occupy a larger role in democratic governance, this day-long conference will bring together academics, political leaders, and practitioners to explore critical questions. Iswe’s Knowledge and Practice Lead Claire Mellier will be speaking on a panel offering an “International Perspective on Citizens’ Assemblies and other Democratic Innovations Governance”. 🌎 Claire will be offering insights from her experience as co-convener of the first Global Assembly on the climate and ecological crisis, as an associate researcher at The Centre for Climate Change and Social Transformations (CAST), and has aided in the facilitation and co-design of over a dozen assemblies in the past five years. 🔊Those involved will be speaking to who holds power within and over citizens’ assemblies, and who should. Claire will also be diving into her experiences of mapping power in citizens’ assemblies and the wider political landscape. ⚙️As processes that have so far been governed from the outside by government officials, experts, and professional facilitators, she’ll offer her perspective on how much of the power belongs and should belong to the citizen participants themselves, and why we need a systems change approach. ➡️ Claire will be speaking alongside Jane Suiter on Irish Assemblies, Min Reuchamps on permanent citizens’ assemblies in Belgium, Gaëtane Ricard-Nihoul on the Conferences on the Future of Europe, and the panel will hear a reaction by Claudia Chwalisz. #ArtificialIntelligence - The final text of the #EU #AI #Regulation is out! The European Commission, the European Parliament and the Council of the European Union sealed the political deal on 9 December 2023, since then the drafting of the final language occupied the staff in Brussels. Last week, a synopsis leaked and now we can digest the outcome. The text is still to be approaved by the #Council and the #Parliament. This will take place on 2 February and 13 February 2024 respectively. In both cases, it will be either "yes" or "no", no debate on specific wordings.
