The NATO Support and Procurement Agency (NSPA) announces the awarding of a contract for the third Study on Open System Architecture (OSA) to fulfil the Next Generation Rotorcraft Capability (NGRC) Programme requirements. On 13 December 2023 the contract study was awarded to Lockheed Martin, as a result of an open competition based on best value principles. The purpose of the OSA Study is to identify, analyse and compare OSA concepts that could potentially fulfil the NGRC capability requirement. Its outcome will enrich NSPA’s knowledge and understanding of relevant OSAs and their enabling digital ecosystems to help inform assessment of future integrated platform concept design reviews. Defense Innovation Unit (DIU) and Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD) signed a Memorandum of Understanding (MoU) to expand collaboration between the two organizations with the mutual goal of identifying, evaluating, and expediting DoD adoption of emerging commercial technology solutions. “This partnership enables us to build a network of highly-talented contracting professionals - ultimately enabling us to evolve defense innovation and acquisition through teamwork in alignment with our strategy to ensure the DoD can leverage the best of commercial technology,” said DIU Director of Acquisition, Cherissa Tamayori. The MoU enables access to DIU program management and acquisition functions, including access to DIU’s market and commercial research and analysis and Commercial Solutions Opening (CSO) process - which leverages the Other Transaction (OT) authority, for NSWC PHD’s projects. Insights gained from executing agreements under the MoU will be instrumental in establishing best practices and refining onboarding processes within both organizations.

The Dreadnought Class - one of the world's most complex engineering projects - will be the Royal Navy’s biggest, most powerful and technically advanced submarines when they begin to enter service in the early 2030s. At 154 metres long - equivalent to 15 double-decker buses lined up end-to-end - the Dreadnought boats will be bigger than Astute, as well as the Vanguard Class that they'll replace. BAE Systems has invested more than £1 billion in advanced technology and upgraded infrastructure at its Barrow shipyard (where work on the first three boats is well underway) to enable it to deliver Dreadnought, with £450 million of further investment to be made over the life of the programme. The Dreadnought programme supports almost 30,000 British jobs with a supply chain spend of £7.5 billion across 1,500 UK companies.

Happy Friday! In this week's news: Boeing won't bid on more fixed price contracts, particularly for the Air Force's collaborative combat aircraft effort. > Also in the news this week, the company is still working on the new Air Force One, a notorious fixed price deal that has run majestically over its initial $3.9 billion budget by more than $2 billion. Air Force acquisition head Andrew Hunter made some headlines with comments this week. > Lockheed Martin won't be getting fully paid even though deliveries of F-35s resumed because they come with only a partial version of the Technology Refresh 3 upgrade. > And he's working on what an altered acquisition strategy for the Sentinel program will look like, following the latest review that promised the program will continue with modifications. The new approach may compete portions of the contract previously awarded to Northop Grumman. DoD released its latest Arctic Strategy. > It articulates a monitor-and-respond approach in line with the 2022 National Defense Strategy. > It calls for a three-prong effort: enhance DoD's Arctic capabilities, deepen engagement with Allies and partners, and exercise our forces to build readiness for operations at high latitudes. > Part of the justification for a new strategy: Russia and the People's Republic of China are working together more. > And just yesterday, we got news of Russian and Chinese bombers flying together near Alaska.
