For orphan well policy wonks, here are the comments EDF just submitted to the Department of Interior's Orphaned Wells Program Office -- they are looking for guidance on Regulatory Improvement Grants to states for upgrades to financial assurance, idle well management, well transfer and technical plugging rules designed to reduce future orphaned well burden. States are eligible for up to $40m per state for such advances, in addition to a $30m/state matching fund for increased state orphan well closure spending. DOI will be developing the guidance over the next few months. EDF is optimistic that this additional funding will help to close existing orphaned wells across the country while reducing the volume and impact of new ones.

Well interference reimbursement fund reopening Jan. 29 The Minnesota Legislature appropriated $300,000 to the Minnesota Department of Natural Resources (DNR) during the 2022 legislative session to reimburse expenses paid by domestic well owners, water suppliers and high-capacity appropriators to restore a water supply due to well interference during the 2021 drought. After an initial round of reimbursements in 2023, the fund still has just under $90,000. The DNR is reopening the reimbursement application window January 29 and closing it at 4:30 p.m. April 1, 2024. Eligible costs for restoring a water supply due to a well interference must have occurred between May 1, 2021 and December 30, 2021. Applicants will be required to complete an application form, an IRS W-9 form, and include receipts of the costs incurred. Send email applications and the other required documentation to the DNR at droughtwellfund.dnr@state.mn.us. While the application period is open until 4:30 p.m. April 1, we encourage application submissions for eligible expenses as soon as possible. Jason making it easy to understand what happened in Alberta this week. Springtime load shedding is something that is on the minds of many as we move to increased variable resources. Dispatchable plants need extended outages in spring and fall to deliver higher reliability during winter and summer peak periods. Variable resources are able to provide a lot of energy on an annual basis but there are hours where they provide little energy. That is a challenge for a system like electricity that needs to match supply and demand every minute at 60 or 50 hz. It is an even bigger challenge when dispatchable units are on maintenance overhauls. Jason highlights even more nuance in his post. High renewables during low demand periods results in many dispatchable plants coming offline for economic reasons. Depending on the technology these units may take several hours to turn back on. Sounds like this was also a contributing factor to the Alberta load shedding on Friday. Anyways highly recommend reading Jason’s summary and watching the AESO’s media brief.
