The pivotal 2023 SDG 16 Conference gathered more than 550 participants from 130 countries to discuss the role of SDG 16 in navigating the intersecting crises the world is facing. Hosted in Rome by the Government of Italy from 30 May to 1 June and co-organized with the United Nations Department of Economic and Social Affairs (UN DESA) and the International Development Law Organization (IDLO), the SDG 16 Conference brought together a range of panellists and participants, including ministers and senior government officials, heads of United Nations system entities and other multilateral organizations, and representatives of civil society, youth, academia, the judiciary, and media. Key messages given in this conference are: SDG 16 is both a standalone goal and an enabler and accelerator of all other SDGs. SDG 16 can help build a future where violent conflicts are prevented rather than managed, and where resources are invested in development rather than destruction. Restoring trust in public institutions is a prerequisite for renewed social contracts that underpin inclusive and sustainable societies. Transparency and accountability are of the utmost importance to ensure that public resources are effectively spent. Harnessing the “missing funds” stemming from illicit financial flows will be critical for implementing the SDGs. Strengthening the rule of law and access to justice can catalyse progress across the 2030 Agenda. Women’s equality and empowerment is both a human right and a prerequisite for peace and sustainable development. The scale, complexity and interconnectedness of challenges necessitates multidimensional, “whole-of-government” solutions. The inclusive use of digital technologies can drive transformative change. I was proud to deliver a statement on behalf of the International Development Law Organization at the ministerial meeting of the Summit of Future today, which is a preparatory meeting for the Summit itself in September 2024. The Secretary-General described the Summit of the Future as a “once-in-a-generation opportunity to reinvigorate global action, recommit to fundamental principles, and further develop the frameworks of multilateralism.” My central message was that to achieve these objectives, the rule of law and justice must be at the heart of our efforts – because the rule of law is critical to rebuilding public trust; because the rule of law, incorporated in SDG 16, can accelerate progress on the 2030 Agenda; and because the rule of law is needed to address complex, transnational challenges that pose significant obstacles to peace and sustainable development. #SDG16, #SDGs, #RoL, #HLPF2023, #SDG16Conference, #Agenda2030

Leading economists praise Honduras' withdrawal from ICSID as a major step forward for democracy and sustainable development Executive summary A group of leading progressive economists have commended Honduras for withdrawing from ICSID, viewing it as a stand to protect democracy and promote sustainable growth. In their view, the move is a challenge to international dispute settlement systems, which they see as restricting national public policy-making in favour of corporate interests. This echoes a wider scepticism about international arbitration, particularly in environmental policy, reflected in European countries' withdrawal from the Energy Charter Treaty and the US's reassessment of such dispute settlement. This follows costly legal action against Honduras after it repealed legislation providing extensive freedoms for special economic zones, which led to a $10 billion claim by Próspera Inc. In a statement published on 18 March 2024, a group of progressive economists from institutions across the world welcomed and supported the recent decision of the Republic of Honduras to withdraw from the International Centre for Settlement of Investment Disputes (ICSID). The signing economists consider that the Honduran withdrawal constitutes an adequate way to defend its democracy and promote its sustainable development, by excluding the Central American country from the jurisdiction of said arbitration body, which, in their opinion, prioritizes "corporate profit" over "sustainable development". According to the document, ICSID has constituted a serious obstacle to the freedom of Latin American countries to regulate in favor of their consumers, workers and the environment. On May 3, 2024, the OECD - OCDE Council officially approved the revised OECD Guidelines on Corporate Governance of State-Owned Enterprises, an important milestone for better public governance. The new guidelines recommend to clarify the policy objectives of State ownership, reinforce the responsibilities of boards of directors. They also reflect the important responsibilities SOEs have in relation to sustainability.
