IMEC's Maritime Labour Report on Ghana as a potential to provide seafarers for the International Shipping Industry. Members were advised at the Annual General Meeting in May 2022, that to help address the growing shortage of seafarers, the organisation would send a small delegation to selected countries, to assess their potential to supply crew to the international shipping industry.   These countries were identified as possible labour supply regions, which the Recruitment and Training Committee felt had the potential to scale-up their seafarer numbers.   IMEC is pleased to announce that a delegation visited Ghana in July 2023. This report will give an introduction to the maritime labour situation of the country, should a Member wish to consider Ghana as a source of seafarers for their fleet.   IMEC would like to take this opportunity to thank the Member representatives and of course the hospitality of those in #ghana who gave their time to visit the country and help compile this report. Rohingya refugees contribute to Malaysia's economy primarily through their labor in various informal sectors such as construction, agriculture, and manufacturing. Despite their lack of legal status and the challenges they face, many Rohingya find work in low-paying, labor-intensive jobs that are often shunned by local workers. Their willingness to undertake these jobs helps fill labor shortages and supports industries critical to Malaysia's economic growth. However, because they are not officially recognized as refugees and lack legal work permits, they often work in the informal economy. This means that their contributions are not always reflected in official statistics, and they do not benefit from labor protections or rights enjoyed by formal sector employees. As for taxes, since Rohingya refugees primarily work in the informal economy, they are unlikely to pay income tax directly. However, they still contribute indirectly through consumption taxes, such as the Goods and Services Tax (SST), on the goods and services they purchase. This indirect contribution helps support public finances in Malaysia. Overall, while their contributions may not be fully acknowledged or quantified due to their informal status, Rohingya refugees play a crucial role in sustaining certain sectors of Malaysia's economy through their labor and consumption. Signing of a cooperation agreement with key stakeholders on the THAMM+ labour migration project. The Minister of Labour and Vocational Training, Mr. Lotfi Dhiab, along with the Ambassador of Italy, the Chargé d'Affaires of the EU Delegation, and IOM Tunisia's Chief of Mission, oversaw the signing of a convention between ANETI, ATFP, ELIS, and ANCE. This agreement supports the implementation of the THAMM+ labour migration mobility scheme, which will facilitate the regular migration of 2,000 Tunisians to Italy to work in the construction sector. This initiative will strengthen regular migration pathways between Italy and Tunsia, and create opportunities for Tunisian workers to gain skills and experience abroad. WHAT is maritime Philippines? Rather, what makes the Philippines a maritime nation? The easy answer would be to cite the archipelagic character of the country with its thousand islands. An immediate opinion is certain: the thousands of Filipino seafarers who help make the national economy afloat with their billion-dollar remittances make the Philippines a maritime nation. The next question that comes to mind is: Who constitutes the human resources of the Philippine maritime industry? Before the issuance of Presidential Decree 474, which created the Maritime Industry Authority (Marina), the administration of then-president Ferdinand E. Marcos not only focused on the development and expansion of the Philippine merchant fleet but also the expectation of creating job opportunities for the country's human resources. Specific attention was given to Filipino seafarers, who were seen as successors-in-waiting of the crew from the developed maritime countries. Today, June 25th, the International Maritime Organization (IMO) celebrates the dedication and hard work of the 2 million seafarers worldwide who ensure the smooth operation of ships that carry over 80% of global trade. This year's theme, "Navigating Together," underscores the essential role of collaboration and safety within the maritime industry. As we honour these crucial contributors to global commerce, it is imperative to acknowledge the myriad challenges they endure. Seafarers often spend prolonged periods away from family and friends, face unpredictable and harsh weather conditions, and meet the physical and mental demands of a life at sea. In 2022 I was privileged to be a panel member of a discussion centred on social security for Ghanaian seafarers underlining the importance of robust social security systems tailored to their unique needs. My heart sank after listening to the difficulties faced at sea and the risks they face. Social security is not just a safety net; it is a vital component of a sustainable maritime sector. Financial protection through social security ensures that seafarers and their families are supported during periods of uncertainty. Access to comprehensive benefits, including pension plans, health insurance, and disability benefits, is essential for their well-being and security. In recognizing the indispensable contributions of seafarers, we must also commit to enhancing their quality of life and ensuring their safety and welfare. As a society, we have a collective responsibility to advocate for improved social security measures that address the specific challenges faced by our brothers and sisters at sea. IOM Mali/private sector/partnerships Partnering with the private sector is crucial to seizing the opportunities of migration. Migration is not just a whole-of-government issue, but a whole-of-society issue. Thus, to harness the potential of human mobility, the private sector is an indispensable partner. In Mali, in line with the new IOM Strategic plan 2024-2028, IOM just signed a cooperation agreement with the President of Mali’s National Employers’ Council (Conseil National du Patronat du Mali, CNPM) Mr Mossadeck BALLY and founder of the Azalaï group, which now operates in Benin, Burkina Faso, Guinea, Mali, and Senegal. A top – down approach that will aim to contribute to better addressing the inadequacy between supply and demand on the labour market in Mali.
