At the DISCOM Conclave 2024 organized by the PHD Chamber of Commerce in New Delhi, CMD, PTC, Dr. Rajib Kumar Mishra as the Chief Guest of the event led discussions on the continuing evolution of India’s power distribution sector with smart grids, smart metering, and renewable energy integration supported by advanced data analytics. With the sector’s significant growth and the pivotal role of DISCOMs in the electricity value chain, the focus was on embracing technology to reduce losses (15.41% in FY 23) and boost sustainability. Highlights include the potential to save ₹1.2 lakh crore annually through tech advancements and the push towards green energy included the extended value chain of EVs and Storage Systems, currently making up 24% of India’s power capacity and poised to assume bigger proportions of the overall capacity and energy mix. Presently, India is deploying 250 million smart meters as part of the RDSS which is a revolutionary initiative in the modernization of the electricity distribution networks in the country. Although the smart meter deployment program in India is progressing fast, there are important lessons to learn from utilities in North America and Europe who were front-runners in this domain. This session on "#SmartMetering Lessons from Europe and Americas" is planned in partnership with REC Limited and Power Finance Corporation Ltd. the nodal agencies managing the RDSS program. Experts from select utilities in USA and Europe who have successfully implemented AMI projects involving multi-million meters and maintaining the system for several years will be invited to share their experiences and lessons learned with the Indian Discoms, AMISPs and other stakeholders involved in the smart metering ecosystem. Smart meters continue to spearhead a revolution in India's power distribution sector, projected to generate an additional revenue of Rs 4.5 lakh crore for DISCOMs over the next seven years. These meters have already made significant strides in enhancing billing efficiency and recovering arrears, resulting in a notable reduction in AT&C losses. The government's Revamped Distribution Sector Scheme (RDSS) Persists in  allocating substantial funds for the implementation of smart metering, with the aim of further mitigating losses. With strengthened infrastructure and sustained government support, smart meters are poised to drive efficiency and sustainability in the power sector. Was happy to address the workshop on “Distribution Sector Reforms” organised by India Energy Forum on 14th June. I emphasised that necessary investment in the power sector value chain for meeting the ever increasing demand will be critically dependent on viability of our Discoms. I suggested that the Government should pay special attention to the following actions by SERCs: 1.   Full implementation of monthly pass through of Fuel and Power Purchase Cost Adjustment surcharge. 2.   Fixing  Open Access charges at reasonable level which just compensate the Discoms in a demonstrable manner , not a paise more. 3.   A system of grandfathering of OA charges whenever these are revised in order to ensure regulatory certainty to investors in power plants for sale to C&I consumers. My other suggestions was to quickly reorganise the  state owned discoms with a dedicated IT cadre which can take care of successful implementation of smart grid technologies at field level. I expressed hope that Ministry of Power will continue to strictly implement LPSC  Rules , and also ensure early roll out of smart meter programme which has potential of taking our AT&C losses down to 10% nationally by improving billing efficiency. #distributionsectorreforms
