Yesterday in an interview with me and Shalabh the CEO UP Navdeep Rinwa concourred that there are many in the 18-19 years category who are out of the voter list. According to the Population Projections for India and States (2011-2036), a report released by the National Commission on Population, ministry of health and family welfare (MoHFW) in July 2020, UP’s population projection for 18-19 age group in 2024 is around 92.64 lakh. However, according to the ECI, the state has registered only 20.41 lakh first-time voters in this age group for Lok Sabha polls. This means that over 77% of voters in this age group are yet to be registered. Even if we consider mortality and migration factors, the projection still exceeds the number of registered voters in the age group of 18-19 years.

National Policy for Senior Citizens to suit the present living conditions is still a distant dream for the ageing community. The growth rate of the elderly population in India saw a sharp increase from 2001 onward after a series of successive falls. According to projections for 2021-31, the growth rate was expected to be five times the growth rate of the total population (Source: Statista, 2023) A draft of the National Policy for Senior Citizens from 2016 is yet to be finalised. Since 2011, the Ministry of Social Justice and Empowerment has assured Parliament 11 times that it will bring in a new policy for seniors. But a draft of the National Policy for Senior Citizens from 2016 remains on the backburner (Source: Live Mint Newsfeed, July 2023) The Longitudinal Ageing Study in India (LASI) 2020, conducted by the Ministry of Health and Family Welfare (MoHFW), revealed that the elderly population is projected to more than double from 10.38 crore in 2011 to 23 crore in 2036, and hit 31.9 crore by 2050. The National Policy on Older Persons (NPOP) was announced in 1999 to reaffirm the commitment to ensure the well-being of older persons. The Policy envisages State support to ensure financial and food security, health care, shelter and other needs of older persons, equitable share in development, protection against abuse and exploitation, and availability of services to improve the quality of their lives. The Government of Uttar Pradesh (UP) introduced a draft of the UP Population Policy (2021-2030) aiming to reduce the gross fertility rate and stabilize the population. Historically, the two-child norm has seen attempts at implementation by various state governments over the past 20 years. The proposed UP Population Control Bill suggests that individuals with more than two children will be ineligible to contest local body elections, apply for government jobs, receive any government subsidies, also includes a ban on promotions in government jobs for those violating the two-child policy. The Uttar Pradesh State Law Commission (UPSLC) has titled the draft "The Uttar Pradesh Population (Control, Stabilization, and Welfare) Bill, 2021." Himachal Pradesh - Statistics of Elderly Care Homes Himachal Pradesh is known for its beautiful snow capped mountains, holy places, cultural legacy, flora and fauna besides its beautiful people. The State is not only rich in natural resources but also rich in historical importance but unfortunately Senior Living has a long way to catch up. Care for Older People (caregiving) is not only about individuals it is also a national responsibility and a serious matter to be intervened by the policy makers and the administration, this is where social welfare comes into play. As a Nation which is soon going to become the third largest economy in the world, Elderly Care as a social welfare budget is not proportional to the population size. The larger point of debate is, how important is it for the most populated Nation in the world to be concerned about Older People? As a country, the level of interest, intent and concern for Older Persons has not been very encouraging in the past. I guess compiling an all India database of Senior Citizens Care Homes is more difficult than riding backwards. I genuinely hope all State Administrative machinery wake up to the burgeoning population of Senior Citizens and their Care needs. Since the database and demographics is my personal research hence it could and will have research errors, hence it is requested of everyone that incase of additions / deletion / corrections kindly share your feedback so that as concerned citizens we can develop a verified and open source database.
