Iraq and Afghanistan have taught us that massive military spending is not a path to victory. Putin, with a military budget of around $86 billion, has spent the last two years openly defying the NATO alliance, which has a combined military budget of $1.2 trillion. And he's winning. It's time for the U.S. to leave behind the Cold War era and admit that massive military spending no longer is a path to military success. Our mediocre performance over the last several decades is telling. We have great troops, excellent equipment, yet we can't win because of poor senior military leadership that only knows to throw money around to solve military problems. Generals should have the courage to push back rather than use the excuse of "following orders." War is a competition of will - not a competition of spending or a competition of technology. Money and technology = fuel and tools to achieve clearly defined strategic objectives, aligned with the values and interest of a nation. Generals are soldiers they follow orders. If they don't they're called rebels and they'll be shot. Unless they join politics and become POTUS then he can give orders and not take orders.
