Through these meetings, OEDIT’s Business Funding & Incentives division and Rural Opportunity Office have engaged more than 120 individuals from over 60 public and private organizations from across the state, including research institutions, nonprofit organizations, private advanced industries partners, and elected leaders...” Obviously too late. As I continue the drive to connect with the Consortia, I find that I am unable to connect. I get NO return calls or eMails from Wendy Lea or the Energize CO group. Ms. Lea and I met prior to her vacation. Why is no information, or the courtesy of a reply, coming out NOW? Further, our meeting was prior to the Phase I EDA Application deadline. Who is/was responsible to notify the “120 individual from over 60 public and private organizations…”? How and when was that done? NOW, the EDA process is in Phase II. Implementation. Some way and somehow, I MUST get ahead of this process as I have interests and resources in AR, CO, and TX that could be impacted by any activity undertaken by the CO Consortium. Urgently

Sisvel President Mattia Fogliacco moderated a plenary today at #IPBCGlobal entitled Europe's Tectonic Shift. The session's panellists were: Lyse Brillouet of Orange; Naoise Gaffney of GH Research; Dr. Sophie Pasquier of Philips; and Richard Vary of Bird & Bird. It's a common criticism of these kinds of session - and a fair one to an extent - that it's basically all about preaching to the converted. Everyone on the panel broadly agrees and so does everyone in the audience. Nothing is achieved. But here's the thing: these panellists know what they are talking about; they are in the market, they understand how it works; they can identify bottlenecks, flaws and problems, as well as opportunities. When they say there are very serious issues with the SEP licensing regulation, for example, the smart thing is to listen to them rather than to shut them out, as has happened up to now. These people share the Commission's objectives - transparency, efficiency and predictability in SEP licensing - but they are deeply concerned about the legislation's proposed solutions. SMEs are likely to be exposed to more, not lower, overheads and costs as a result of it; there will probably be suits at the CJEU about denial of property rights and access to justice; the ability to find agile, flexible market solutions to specific challenges is likely to be hindered; extended uncertainty that hampers dealmaking is almost certain; the EUIPO could well be overextended; and so on. If you fear all these things and more are likely to be the result of implementing the regulation in its current form, you are duty bound to scream it from the rooftops relentlessly in the hope that at some point someone who matters will finally start to hear. Yes, it's frustrating that a lot of industry events do tend to be repetitive, but the alternative is silence. And silence is a dereliction of duty. Richard Vary put it best. Europe is at a fork in the road, he said. The choice is either to follow a path in which a tried and tested system is interpreted and improved by the UPC, so ensuring ongoing European leadership in the FRAND/SEP world; or to take the other route with an unamended regulation, in which case the baton of leadership will pass to the likes of India, China and even the UK. The Commission and EU member states need to confront that reality. It cannot be wished away.

This is an encouraging sign of what is to come. 👏 The Department for Science, Innovation and Technology (DSIT) will expand in both scope and size bringing experts in data, digital and AI from the Government Digital Service (GDS), the Central Digital and Data Office (CDDO) and the Incubator for AI (i.AI) to unite efforts in the digital transformation of public services under one department. In addition to driving forward a modern digital government, the Secretary of State will lead DSIT to accelerate innovation, investment and productivity through world-class science and research across the economy, as well as ensure technologies are safely developed and deployed across the country, with the benefits more widely shared. 👏 The key message there is to develop and deploy technology more safely. 📣 If that doesn't happen then we will continue to hear about the consequences of IT failures. 😫 #qualityassurance #agiledelivery #testautomation #publicsectorinnovation
