Last week the Greysteel Affordable Team met up to share information during our summer learning series. Murphy Holloway led the talk on Community Housing Development Organizations (CHDOs). Many in the affordable space are familiar with property tax abatements properties receive by having a CHDO as a GP in states such as TX. This can have a huge impact on the feasibility of the deal by increasing NOI. However, we also talked about other scenarios where it can be accretive to use a CHDO. 15% of HOME funds are set aside for development entities with a CHDO as a participant. Additionally, if a CHDO is the developer, they do not have to pay sales tax on construction materials. CHDOs provide supportive services for residents such as GED training courses or bus services, which can be mandated by the LURA or local housing authority and improve the quality of life for low income tenants. We’re investing $4.45 million to help school authorities offer more dual credit experiences for students in grades 10, 11 and 12 for the 2024.25 school year. In addition, to attract young Albertans to high demand careers in the health care sector, Alberta Health is investing $450,000 each year, for three years more to support health care aide dual credit grants. This initiative is vital to supporting student success by improving high school completion rates and building a qualified, educated and engaged workforce. Preparing Alberta students for careers in the province’s growing and diversifying economy is crucial to fill in-demand positions across the province.

Over 90% of lottery applicants compete for the few lowest-income units! The data raises important questions about how affordable housing is being underwritten: whether mobile vouchers can be better integrated into new affordable housing (for instance in Inclusionary Development Policy (IDP) units and how new programs (such as Boston’s new rent subsidy program) can address this serious shortcoming of the affordable housing sector.

Housing! It's an important topic that comes up in most every conversation I have while in the community. In the Madison metro area, on average, a person would have to work 3.7 full-time jobs making minimum wage to afford a two-bedroom apartment, according to the National Low Income Housing Coalition. Did you know - -There is a significant shortage of rental units affordable for the lowest-income renter households in the city. -Madison is expected to add 115,000 residents between 2020 and 2050, a 42% increase. -Housing experts project the community will need at least 10,000 new homes every five years to keep up and the development of new housing has not kept pace with these projections. -Madison is the 5th-most competitive small rental market in the United States, a recent study found. The problem is big, but there are things we can do to support a more healthy housing market. Read more below about our partnerships with developers!
