In the changing landscape of urban commercial business districts, managing the "flight toward quality" is key. It doesn't happen on its own. A variety of factors play a role in a CEO's and or CFO's decision to leave the city or plant a new flag of commitment to the city. Internally, achieving sustained partnership cohesiveness and mastering time and budget during the lease-up period are critical. What is of equal importance is maintaining community commitments toward M/WBE procurement and reinvestment. It is also paramount that public-private entities work together in this dynamic moment in time.

The U.S. DOT’s Reconnecting Communities Pilot program continues to make a profound difference, with $607 million available in its final round of funding in 2024. This initiative is dedicated to reversing the legacy of infrastructure that has divided neighborhoods and communities. Funds can be directly utilized for capital construction, or outright removal of a dividing transportation facility! Notable projects include: Philadelphia: $158.9 million is being used to cap the Vine Street Expressway, paving the way for a new public park in the historic Chinatown neighborhood that bridges communities and enhances local spaces.
