Almost everyone I've spoken with about the federal work-study program has many stories about the ways in which the program is broken and reasons why changing it is impossible. Maybe they're right. But. If we didn't all believe things could change and improve, we wouldn't be doing this work. The potential for federal work-study to transform into a vehicle for deploying thousands of college students as tutors in K-12 school shouldn't be overlooked. Folks like Katie Tennessen Hooten, Samantha Brown Olivieri and others are out there doing the work, making this work, creating opportunities for college students and K-12 students in what might be the biggest win-win we've seen across education in a long time. As we address the uneven pandemic recovery, ensuring all students have access to quality tutors who can regularly work with them is high on the list of priorities. Utilizing dollars from the $1.2 billion federal work-study program could give more students access to tutoring that research shows boosts learning—sometimes adding a year or more of learning to their school year. Teach For America’s Ignite tutoring fellowship recruits college students to work with K-12 students and provide high-dosage tutoring in a virtual setting. My colleague who leads Ignite, Katie Tennessen Hooten, recently spoke to Liz Cohen of FutureEd at Georgetown about the opportunities and barriers in applying federal work-study funds to recruit thousands more undergraduates to boost K-12 students’ learning. Though the focus of my work has evolved to addressing barriers that students face before ever stepping foot on a college campus, I remain passionate and hopefully optimistic about the power and promise of American higher education even as public confidence wavers. I am actually encouraged by increasing scrutiny on the career outcomes of college, because I deeply believe that changing conditions can lead to innovation and systemic changes that are needed to match college access to graduation and success. An expansion of FWS to directly support college students who participate in tutoring initiatives has potential to be an incredibly high-impact practice and full-circle benefit to all involved. Just imagine… K-12 students benefiting from high-dosage tutoring (especially post-pandemic). College students (disproportionately those who are low-income/first-gen) gaining career-developing experiential learning while earning income. Colleges increasing access to meaningful “earn-and-learn” service opportunities that directly impact communities while also increasing proximity to higher education among potential future students. All for the ultimate benefit of helping those who are most vulnerable get access to more of what they need to advance their education at all levels. It’s a win-win scenerio all around, and I applaud my colleagues leading the way on this important work with our Teach For America Ignite Fellowship!

"A recent analysis by Public First suggests that tutoring will have provided over 210,000 grade improvements, and 62,000 additional “good passes” in maths and English at GCSE, between 2021 and 2023." The Nation’s Report Card is in—and the data is clear! While some progress has been made, reading and math scores remain below pre-pandemic levels, highlighting the urgent need for research-backed interventions that truly move the needle. At Huntington Learning Center, we’ve spent nearly five decades helping students achieve measurable academic gains. The data continues to prove what we already know: high-dosage tutoring works. ✅ Students who received 50 hours of tutoring saw a 35% increase in math scores and a 33% increase in reading scores during the pandemic. ✅ In the 2021-2022 school year, these gains continued—with a 36% improvement in math and a 30% improvement in reading. Through personalized instruction, individualized support, and public-private partnerships, we’re committed to expanding access to high-quality tutoring so more students can bridge learning gaps and regain lost academic ground. Reading by third-grade is a pivotal benchmark; studies show that students’ who don’t meet this academic milestone are 4x as likely to drop out of school before earning a high school diploma. Students who don’t learn to read by third grade can’t read to learn, compromising all of their learning in future grades. Alarmingly, only 42% of Massachusetts’ third graders were proficient in reading on the 2024 MCAS exams, and 76% of low-income students didn’t meet the state’s proficiency bar. The state must act urgently to ensure every student learns toread,. In MBAE’s latest report High-Dosage Tutoring: A High-Impact Literacy Strategy, we highlight a promising new intervention for Massachusetts first graders that new research from The Johns Hopkins University shows is working to get students reading at grade-level.
