October is National Community Planning Month! Planning is essential for the health, safety, equity, and economic well-being of all people living in our communities. Across the country, communities celebrate planning in different ways. Earlier this month, Mayor Jan Kaplan proclaimed October as Community Planning Month in the City of Newport, Oregon! The City of Salem also celebrated by hosting their third annual Planner Palooza this year with games and opportunities to meet city planners. Planning does not stop at a geographic border, though. Communities are served best when planners take a broader viewpoint, encompassing regional and statewide perspectives. At DLCD, we are guided by 19 statewide planning goals, which address local processes for land use planning, state resource preservation, and guidance for urban, rural, and coastal development. Oregon land use requires comprehensive planning, which means communities must consider not only the many issues that affect their community, but the impacts their actions will have on neighboring communities, transportation, the land itself, and economic development. #WashCon24 The Housing Authority of the County of Umatilla and Home Forward met with Congressman Cliff Bentz (OR-2) staff as part of National Association of Housing and Redevelopment Officials (NAHRO) Hill Day. Oregon's 2nd congressional district is the largest of Oregon's six districts, and is the seventh largest district in the nation. It is the second-largest congressional district in the nation and the home of several housing authorities who are doing a great job providing housing stability options the their respective communities. However, Oregon like most states in our nation is in a housing crisis. We are urging all of Oregon's House of Representatives to support NAHRO’s Legislative and Regulatory Agenda. NAHRO’s legislative and regulatory priorities support quality, affordable housing and thriving communities. We want: 🔹️ Adequate and responsible funding 🔹️ Holistic and equitable approaches to community development 🔹️ Streamlined programs that build and preserve affordable units 🔹️ Creative, local solutions

Maryland’s Main Streets are the heartbeat of our communities, and it was inspiring to join fellow Main Street managers, board members, economic development professionals, community teams, and advocates to celebrate what makes these spaces so special. Organized by the Maryland Department of Housing and Community Development (DHCD) and the MEDA (Maryland Economic Development Association), this event showcased the unique, authentic experiences that our local communities foster. Notably, DHCD introduced the Just Communities designation—the first of its kind in the country—to focus funding on historically disinvested communities. Additionally, Governor Moore’s recent legislative efforts were highlighted, such as the Renters’ Rights and Stabilization Act, which includes a groundbreaking Right of First Refusal law, empowering Maryland renters. The Housing Expansion and Affordability Act aims to incentivize development in targeted areas, while the Housing and Community Development Financing Act will channel significant federal funds through the New Market Tax Credit program, establishing Maryland’s first state-sponsored Community Development Entity. The Vision Statement for the Sacramento 2040 project, adopted by City Council in 2019, states, “In 2040, the City of Sacramento will be a national model of sustainable, equitable growth and community development.” I believe this plan truly lives up to its vision for the city. As California’s first Prohousing designated city, Sacramento is a statewide leader in housing and breaking barriers in building more equitable communities, which historically have been restricted by land use policies set many years ago. One of those policies, representing missing middle housing, is replacing all single-family home only zoning areas with a much more flexible citywide code. This will allow smaller, more attainable units — such as triplexes, fourplexes and cottage courts in every neighborhood. Sacramento will be the first city in California to do so.

This year marks the 50th anniversary of the Community Development Block Grant (CDBG) program, which has supported community development initiatives such as economic projects, housing rehabilitation, and the enhancement of community centers. Macomb County Government has been a participant since the program’s inception, receiving approximately $1.8 million annually over the past five years. These grants are targeted to communities with populations under 50,000, allowing for improvements in local amenities like parks, sidewalks, and street lighting. Recent projects in Macomb County funded by the CDBG program include the renovation of Roxana Park in Eastpointe (pictured), upgrades to the Macomb Township Senior Center, and a solar street lighting initiative. Looking ahead, the county plans to pursue additional projects, including street repaving, sidewalk improvements, and more solar street lighting installations, pending continued funding from the U.S. Department of Housing and Urban Development (HUD).
