Last year prime minister Rishi Sunak scrapped plans to require all rental properties to meet a minimum EPC rating of C by 2028, leading to a reduction in demand from landlords for retrofit work. However, when business leaders like Ana Botín, Executive Chair of Santander and Chair of the International Business Council tell you that "energy efficiency is a win-win: helping the planet, lowering costs, and boosting your business's profitability and competitiveness", then it is easy to conclude that delaying energy efficiency measures only gives short-term savings - but reduces long-term competitiveness.
The shelf life of an energy performance certificate (EPC) should be halved to five years, the BUILDING RESEARCH ESTABLISHMENT LIMITED (BRE) has recommended. EPCs are currently valid for up to a decade, meaning that someone renting or buying a home could be supplied with ratings which are out of date. The BRE said there was a “compelling argument” for more regular updates of the certificates to ensure that homeowners, occupiers and other EPC users have accurate information on the current condition of properties. The proposal was among a raft of recommendations in a new BRE report calling for reforms to the way EPCs work to encourage the decarbonisation of homes. The U.S. Department of Housing and Urban Development (HUD) and the U.S. Department of Agriculture (USDA) announced last week they would adopt the updated Minimum Energy Standards for new single- and multifamily homes. According to HUD and USDA, adopting these standards decreases residential energy costs, reduces energy consumption, and improves home resilience. Starting May 28, 2024, all new homes financed by FHA and USDA must adhere to the 2021 IECC for single-family homes, while multifamily housing must meet the 2021 IECC or ASHRAE 90.1-2019 standards. Single-family homes must comply within 18 months while multifamily homes have 12 months. For builders, this may pose challenges, especially in regions with less stringent local codes. APA is developing wall assemblies that provide code-compliant alternatives to the 2021 IECC prescriptive path, which requires continuous insulation. Further, townhouses permitted on or after 01/01/2025 will not be allowed to use sampling inspection protocols, even when certified using the ENERGY STAR Multifamily New Construction (MFNC) program. March 15 - today’s the day! The 2021 Washington State Energy Code (WSEC), plus other associated building codes go into effect. Some key items to consider include: - Mandatory on-site PV (a lot of it!) - Heat Pumps – yes, there is a new fossil fuel compliance pathway, but heat pumps for space and water heating likely make the most sense - Tighter envelope requirements – air leakage and insulation - New added compliance metrics for both prescriptive C406 compliance path and C407 energy modeling path Make sure your project's energy code compliance strategy is discussed and coordinated early in the project to avoid costly design changes later! As a reminder, this is for Washington State – Seattle’s energy code amendments will go into effect no soon than July 1, 2024.
