SLTA Responds To Introduction Of Tied Pubs (Scotland) Act The (SLTA) Scottish Licensed Trade Association welcomes the introduction of the Tied Pubs (Scotland) Act, announced this morning by the Scottish Government. Gavin Stevenson, the SLTA’s tied pubs policy adviser, an Inverness-based publican, said: “This act will regulate the tied pubs sector and provide some of the same protections that tenants in England have long enjoyed. “However, we are extremely disappointed in the delays to implementation, first as a result of Scottish Government insisting on an extended two-year period for the Act to take effect, then by the obstructive behaviour of some of the tied pub companies in pursuing protracted, but futile, legal challenges, and now by the Scottish Government announcing that the Act will not take full effect until much later this year. “Scottish tied pub tenants cannot afford any further delay, and we urge the Scottish Government to accelerate implementation.” The SLTA, which represents independent licensees, has long been a supporter of both the Tied Pubs (Scotland) Bill and a Scottish Pubs Code, claiming that many Scottish tied pub tenants have lost their livelihoods and savings as a result of “rapacious pubco behaviour”. It previously said that measures in the Bill would strengthen the position of tenants in their relationship with landlords, and put Scottish tenants on an equal footing with their counterparts in England. A statutory code of conduct has been in place in England for several years. The Bill, put forward by Labour MSP Neil Bibby, was backed by a broad coalition including the SLTA, the Campaign for Real Ale (Camra), GMB Scotland, the Federation of Small Businesses, the Scottish Tourism Alliance, the Pubs Advisory Service, and many small brewers. Another blow to the industry as we see more news of 'vanishing pubs' in the UK. 80 pubs are closing per month across England and Wales as business rates are damaging our beloved public houses' life expectancy amid the cost of living crisis according to Eir Nolsøe's article for The Telegraph last week. That's nearly 240 pubs that have been closed, demolished, or repurposed just this year. With the election just two weeks away, we're hoping our next government will address this, and at a minimum reduce beer duty. Pubs are in danger, with closures increasing by 56% in the first half of 2024! According to data from Altus Group gathered from UK Government figures, there were 39,401 pubs in England and Wales at the end of 2023. By the end of March 2024, this dropped by 239 to 39,162. Pubs are facing increased challenges. From the cost-of-living crisis forcing a reduction in consumer spending, to staff shortages leading to further pressure on hospitality teams, while factors such as property tax rising by 49% over the last 14 years, mean that costs for operators are continuing to rise. These factors all contribute to the struggle that pub owners currently face, and the rising numbers of pubs that are closing in the UK. Around 50 pubs per month ‘vanished’ from England and Wales in the first half of the year as hospitality struggled with costs and tax rates. The overall number of pubs in England and Wales, including those vacant and being offered to let, fell to 39,096 at the end of the first half of 2024, down by 305 compared with 39,401 at the end of 2023, according to data from Altus. The North West lost the most pubs of any region, with 46 venues disappearing during the first six months of the year. A total of 472 pubs were lost, 25 of which were in London. Pubs have been struggling with soaring costs since the pandemic, and while they currently receive a 75 per cent discount off their business rate bill up to a cash cap of £110,000, this is set to end at the end of March next year. Over 500 UK Pubs Closed For Good In 2023 Equating To 6,000 Job Losses Says BBPA A staggering 509 pubs closed their doors for good across the UK, according to new figures from the British Beer and Pub Association (BBPA). The closures were attributed to “Stubbornly high energy bills, some of the highest beer duty in Europe and no VAT relief has forced hundreds of our pubs to call last orders for the final time” said the BBPA The beer and pub industry currently supports 936,000 direct and indirect jobs and contributes in excess of £26.2 billion to the UK economy and generating £15.1bn in tax revenue. The closure of 509 pubs equates to more than 6,000 job losses within the sector. “When a community loses a pub, it does not just lose the building and jobs, it loses a cultural asset at the heart of the community that is impossible to replace,” said Emma McClarkin, chief executive of the BBPA. “In any local economy or community, pubs are an economic bellwether, and there is an obvious connection between the loss of pubs and the decline of local high streets. “At the last Autumn Statement, the chancellor provided a number of measures to support the beer and pub sector. But now is the time to stop the rot, and at this Budget we need to set a path to secure the long-term sustainability for brewers and pubs with a cut to beer duty, a cap to the business rates multiplier, and a reduction to the VAT applied for hospitality venues.” Read More:

4500 MORE PUBS TO SHUT !!! - THIS IS A REAL EMERGENCY! Very sad to hear about the problems for Stonegate Group and the Slug and Lettuce brand and it is to be hoped that this can be resolved for the sake of our wonderful hospitality sector and the preservation of thousands of jobs. I am fortunate to act for many brilliant innovative operators in the heart of London and in other major cities and they are still opening up great premises based on imaginative ideas. However, the loss of 4500 premises reduces competition which keeps all players in the industry on their toes. Business rates reform now urgently required from central Government - after all, it was the government supported by the Opposition that shut down the entire economy four years ago and the repercussions of that decision can clearly be seen in the decimation of our sector. This story about Slug is proof of all that. Lockdowns were a ludicrous and ghastly mistake. Even during the depths of World War II when the Luftwaffe was bombing us to bits the pubs stayed open! Cumulative impact policies across the country need to be scrapped. many licensing authorities have done so already and have noticed no deleterious effects. These polices are a deadening measure for local night time economies and reduce innovation and prevent many exciting new and young operators from coming into those areas enhancing the night time offer for many. The Westminster City Council policy talks about the same issues it was talking about 25 years ago when the first policy was introduced so something is not working here. The answer to bad operators is more enforcement which will get rid of them and allow good operators to move in and keep the industry on its toes. #licensing #pubs #bars #hospitality
