As states redefine their identities, interests and the broader social context evolves, the meaning of security itself can be transformed. The end of the Cold War, for example, led to a shift in security discourses, as new threats like terrorism, climate change, and economic instability came to be seen as security issues, alongside the traditional military threats. These changes were driven by shifts in the intersubjective understandings and shared meanings between states and other actors about what constitutes a security concern. As the social structures and power dynamics of the international system change, so too can the very definition of security.
