The plan that appears in Parts IV and V of my recent blog posts are in fact the only published account of JFKs 1961 preventative attack that details the units, routes, and coordinates of the targets. For context: during the summer of 1961, a small group of officials in the Pentagon and the White House had worked out a plan for a first strike that would virtually wipe out the Soviets' nuclear arsenal, minimizing the chance of retaliation. The plan was concrete and highly detailed. It spelled out what flight paths the U.S. bombers should take, at what altitudes they should fly, and which targets they should hit with how many of what kinds of nuclear bombs. And it concluded that the mission was feasible—that there was a "fair probability" of success. The Centre for Military, Security and Strategic Studies, University of Calgary with the Military Museum have been having a series of public talks on key security issues facing Canada. On November 23 2023, I was privilege to have been able to share my thoughts on the changing Nuclear Weapons international security environment. We are seeing a massive modernization of the deterrent forces of all of the major nuclear powers. But even more troubling is the emerging warheads and delivery systems that can be thought of as being war-fighting. So moving forward in an increasingly dangerous international great power system, what does it mean?
