I'm not saying the reports from my company are perfect; we often bring in more qualified people to report on our behalf (some of the best).
We cannot touch/feel with our drones.
BUT...
We capture everything. Nothing goes without being seen.

At least then, you know where to focus your attention. You can budget accurately. You won't waste time messing around.
