Why doesn't criminalizing homelessness work? ⚠️ IT'S INEFFECTIVE: arresting or fining a person does not solve their housing problem. It accomplishes nothing. 🏘️ It KEEPS PEOPLE HOMELESS FOR LONGER: not only are there fines, but the record follows a person attempting to secure a job and housing. It becomes a long-term barrier to exiting homelessness. 💡 IT DISTRACTS FROM SOLUTIONS: rather than punishing individuals without housing options, our communities should commit to the challenging yet sustainable work that has repeatedly proven effective in resolving homelessness. #HomelessnessIsSolvable Learn more about the Johnson v. EVERY TAXPAYER SHOULD BE ASKING THEIR ELECTED AND APPOINTED OFFICIALS AT A MINIMUM THE FOLLOWING QUESTIONS: 1. How much local, state, and federal funding, tax credits, density bonus increase, waivers of impact fees, or other government benefit or incentive did the project receive? 2. What is the affordability period for each project and, if the affordability period is not in perpetuity or permanent, WHY NOT? 3. What guarantees exist that tenants in the affordable housing units will not be displaced after the "affordability period expires? IN MOST CASES WHEN IT COMES TO AFFORDABLE HOUSING, the public and taxpayer are being fooled into thinking their elected and appointed officials are solving problems, when in fact, all hey have done is "KICK THE CAN DOWN THE ROAD" to burden a future generation with the same problem or crisis!
Covenant House has signed an amicus brief opposing the criminalization of homelessness in Johnson v. Grants Pass, the most important case regarding homelessness in 40 years. We've joined more than 200 other experts to help argue that laws which punish people for simply sleeping outdoors with a pillow and a blanket are unconstitutional. Criminalizing homelessness is not a solution to the crisis — it will only make it harder for young people experiencing homelessness to find the support and stable housing they need. Covenant House works tirelessly to address the root causes of homelessness and will always oppose efforts to punish people for just trying to survive. A quote that sticks with me is "As such, it is important for me to tell policymakers that after 35 years of working in the sector I’ve never known things to be so bad. Never." Depressing news this morning that 112,660 households were living in temporary accommodation at the end of last year. Within this number there were 145,800 homeless children living in temporary accommodation. "I understand why individual councils feel a genuine need to cut homelessness services. However, in the long run, this approach will be more expensive". "It is important for central government to understand that closing homelessness services is a false economy". In towns and cities across the country, rough-sleepers are a common sight on our streets. They are the visible evidence of the UK’s ever-present problem of homelessness. While in some parts of the UK, levels of rough-sleeping have stabilised, in others the figure has risen sharply. Official figures from the first part of 2024 show that rough sleeping increased in every region of England compared to the previous year. The largest increase in the number of people estimated to be sleeping rough is in London, where there were 1,132 people this year, compared to 858 people in 2022, an increase of 274 people or 32%. We are developing a new Homelessness and Rough Sleeping Strategy – and we want your feedback. It sets our plans for the next 5 years to stop people becoming homeless, and to try to end rough sleeping. All forms of homelessness have been rising rapidly in the UK. There has been a 32% increase in rough sleeping in London. Westminster has the highest numbers of rough sleepers in the city, largely due to its central London location connected to national transport hubs. We aim to dedicate more resources to prevention of homelessness – supporting those at risk of losing their homes. This strategy is shaped by the community with local services – with a focus on helping people earlier and building stronger support networks. Individuals with lived experience of homelessness have also worked with us to co-design this strategy. The latest government figures on homelessness are deeply concerning and paint a bleak picture of the UK’s current housing crisis. In Jan-Mar 2024 86,520 more households approached their local council for homelessness assistance and were deemed eligible for support. This is the largest number since these records began. Other key figures revealed: • There were 117,450 households in temporary accommodation on 31 March 2024, a 12% increase from 31 March 2023 • Households in temporary accommodation with children increased by 15% to 74,530 • 17,750 households were placed in bed and breakfasts, this has increased by 30% on the same period last year. This included 5,550 households with children – a 44% rise from January to March 2023 These shocking figures highlight how urgent government action is needed to get a grip on the pressing situation and help those most in need.
