This is a must read! Chicago should consider a similar approach. LA has made affordable housing an emergency and has eliminated unnecessary reviews, requiring approvals in 60 days and building permits in 5 days. This has unleashed over 16,000 new affordable housing units and billions in private investment in LA’s neighborhoods without a single dollar of public subsidy or tax credits. This is a great case study in government incentizing development by simply doing its job more efficiently. Shout out to Mayor Bass! Likewise, Chicago could unleash its talented architects, builders, contractors and developers by eliminating duplicative and unnecessary reviews, putting time limits on approvals, and valuing speed in the entitlement processes. Barnet Council has appointed Russell Curtis as Chair of the borough’s first-ever Quality Review Panel. The Quality Review Panel will test the fundamental design principles of planning proposals, playing a major role in the council’s commitment to exemplary, high-quality developments. Comprising 28 experts drawn from across the planning and design sectors, the independent panel will ensure design issues can be discussed at the early stages of the planning process. Its formation fulfils a key commitment of the council’s corporate plan. Russell Curtis is a well-known local architect and Founding Director of London-based firm RCKa, which specialises in innovative residential, community and commercial projects. Vice-chair Selina Mason, another local resident, is Director of Masterplanning and Strategic Design at Lendlease, focusing on urban regeneration masterplans. Cllr Ross Houston, Deputy Council Leader and Cabinet Member for Homes & Regeneration, says: "I’m delighted that Barnet’s first-ever Quality Review Panel has now been formed, fulfilling a key pledge of the council’s plan for Barnet. Following Michael Fox’s participation in the South West Insider roundtable in Exeter in May, the pressing question remains: “What’s Next?” Mike played a crucial role in the discussion about ‘Building homes to meet demands in the South West’ and concluded that “something is going to have to give” in the planning system and wider development sector. As a team of planners, urban designers, and landscape architects based in the South West and Wales, this topic is a key concern to us. The planning system is fundamental to the success of all residential development. Funding is critical to delivery in two ways: - Resourcing planning departments, which in turn affects how quickly plans are put in place, how consistently policies are enforced (and how this translates into land values) and how quickly decisions are made. - Supporting best practice - while we understand there are competing demands for public sector funding, facilitating development is essential. To allow the market to evolve, a certain level of financial support needs to be provided for land assembly, infrastructure or pilot projects. On January 8th, 2024, Governor Phil Murphy signed Bill S2760/A4384, which puts in place additional procedures for inspecting, evaluating, and maintaining the structural integrity of certain residential housing structures across the state. These procedures will help ensure the safety, stability, and resilience of New Jersey's condominiums and coops for generations to come.
