As the Council of the EU prepares to adopt its general approach on the revision of the #PPWR, we would like to stress the importance of adopting measures that align with both environmental & competitiveness objectives of the EU. The #cosmetics industry in Europe calls on Member States to: ✔️Define effective #packaging minimisation rules that preserve packaging differentiation & the many functions of cosmetic products’ packaging ✔️Ensure harmonisation of national rules to avoid fragmentation of the EU Single Market ✔️Allow labelling information for small cosmetic products to be accessed digitally versus on-pack to help minimise packaging and contribute the waste reduction objectives; ✔️Develop minimum #recycled content rules that guarantee packaging functionality and the high-quality of cosmetic products to continue to ensure consumer safety https://bit.ly/41gXJF3

We are just few days (and a COREPER I) away from the Environment Council meeting where #PPWR will be debated. The Presidency of the Council EU2023ES is working hard to find a compromise among the EU capitals to ensure a General Approach can be adopted on December 18. The Council of the European Union could reach an agreement and then try and expedite the trilogue with the European Parliament and European Commission under the helm of the Belgian Presidency of the Council of the European Union 2024, to reach an agreement on time to turn the proposal into EU law before the end of the 2019-2024 mandate. Should this not be the case, it is likely that the adoption of the PPWR might be delayed into the second half of 2024. Regardless of next Monday's Council outcome, it is important that the speed of the process does not compromise the quality of such an important and cross-sectoral piece of legislation, and that all outstanding points between the Parliament and Council are duly considered. This is the best way to avoid unintended consequences and adopt a forward-looking law which can contribute to both the environmental and competitiveness objectives of the EU. Check out our key recommendations to the Council below.
