This comprehensive document represents the final report of the independent external study on the role of European Local and Regional Governments (LRGs) in energy and climate policies.🏙️ European Energy and Climate policy aims for Europe to become the first climate-neutral continent by 2050. The Regulation (EU) 2018/1999 on the Governance of the Energy Union and Climate Action is a key mechanism for coordinating the EU’s energy policies.🌿 🌍 No country will achieve its targets without the contribution of LRGs. Cities are responsible for over 70% of global human-induced greenhouse gas emissions and are on the front lines of climate change impacts. Dialogue is part and parcel of National Energy and Climate Plans - we suggest that the European Commission specifically comment on the updated NECPs if it is evident that relevant actors were not adequately involved in the drafting process. The Commission mentions a clear need for extra efforts as the drafts are not yet sufficient to meet the EU's 2030 targets. Member States must submit their final updated NECPs by 30 June 2024, taking into account the Commission's recommendations and individual assessments. We hope that Member States will take the time they have left to ensure all relevant stakeholders are involved in the process and engage them in ongoing dialogues. Europe’s National Energy and Climate Plans outline how EU countries intend to meet the revised 2030 climate targets – but these targets will remain out of reach unless the final #NECPs are seriously improved by the 30 June deadline. With just one month left, Member States have an opportunity to update their National Energy and Climate Plans to ensure they are fit for purpose to meet 2030, 2040, and 2050 climate targets. EU countries should ensure that the final versions of the NECPs are ambitious, thoroughly detailed, and robust, providing a solid foundation to expedite clean energy implementation in the coming years. The deadline for submitting National Energy and Climate Plans has passed. Most of the European Member States failed to submit a plan showing how they will cut their share of greenhouse gas emissions by 2030. What's next? “Climate goals will remain out of reach unless the final plans are seriously improved from their draft version,” - CATF’s Alejandra Muñoz Castañer. However, not all is lost If countries take the next weeks to present forward-looking plans with deep buy-in from industry and society. If plans are not improved, NECPs risk becoming a box-ticking exercise, rather than a roadmap for effective implementation. As outlined by CATF in a recent blog, EU countries can apply last-minute fixes to improve their NECPs. Some countries, like Poland, flagged in advance that they will miss the deadline. CATF's Director for Central and Eastern Europe Tamara Lagurashvili stressed that time is of the essence. “As Poland moves away from coal over-reliance and imported Russian fossil fuels to zero carbon economy, a diverse decarbonisation strategy is crucial for a feasible, reliable, and socially responsible energy transition.” To help #Europe meet #EU targets, CATF released Playbooks for enhancing National Energy and Climate Plans, covering: 🏭 Methane mitigation ⏬ Carbon capture and storage ✨ Clean hydrogen 🪨 Superhot rock energy ✅ Small Modular Reactors What happens now? Are changes in behavior and the advances in alternative energy production opening up new possibilities? Professor #TimFlannery, the former Australian Climate Commissioner, thinks so. Flannery says, "A couple of years ago, I started to realize there was an extra tool in the tool kit – one that was gonna be quite important to our future, and I had to invent a name for this extra tool. I called it the third way. And really, the third way is about technologies and methods and approaches that allow us to draw carbon dioxide out of the atmosphere at a scale that makes a difference to the climate, and in a way that strengthens the earth system or ability to self regulate. And that concept is a really, really important one." Flannery was Australia's only Climate Commissioner. He is the author of "The Weather Makers and Atmosphere of Hope." European member states are expected to submit a National Energy and Climate Plan showing how they will cut their share of greenhouse gas emissions by 2030. NECPs are an important tool to guide member states towards acting to reduce GHG emissions and to reach their climate goals. An important part of building these plans is to have deep buy-in from industry and society. In agriculture, this is essential. No plan will move forward without policymakers understanding the challenges agriculture faces in each member state (they are very different), and the opportunities they have to reduce emissions from agriculture. EU's State of the Energy Union 2024 The latest findings show that the sum of the draft National Energy and Climate Plans (NECPs) are still 4 percentage points short of the EU's goal of 55% GHG reductions by 2030 🌍. 📉Just a few Member States have included adaptation and resilience in their plans, which is now critical in the face of climate change. Only 10/27 countries have finalised and published their plans—the deadline was in June! ⏳ #ClimateAction #EnergyTransition #EU #SustainableFuture #GHG

#NEWsPoland 📙🔗The Polish Ministry of Climate and Environment has submitted a preliminary version of the "National Energy and Climate Plan to 2030" update to the European Commission. The document presents the first of two required analytical scenarios, i.e. the baseline scenario (WEM, with existing measures). 🇵🇱This scenario reproduces the current assessment of Poland's possible contribution to the EU climate and energy targets for 2030. The trajectory enabling Poland to achieve a GHG emission reduction target close to the EU level (i.e. 55%) will be presented in a more ambitious transition scenario (WAM, with additional measures), which is being advanced at the Ministry of Climate and Environment. 🇵🇱The target document, which includes two scenarios: a baseline (WEM) and an ambitious one (WAM), will be submitted for full public consultation and sector consultation and then finalized in late Q2/early Q3 2024. ▶️https://lnkd.in/di34ACcv
