#NEWsPoland 📙🔗The Polish Ministry of Climate and Environment has submitted a preliminary version of the "National Energy and Climate Plan to 2030" update to the European Commission. The document presents the first of two required analytical scenarios, i.e. the baseline scenario (WEM, with existing measures). 🇵🇱This scenario reproduces the current assessment of Poland's possible contribution to the EU climate and energy targets for 2030. The trajectory enabling Poland to achieve a GHG emission reduction target close to the EU level (i.e. 55%) will be presented in a more ambitious transition scenario (WAM, with additional measures), which is being advanced at the Ministry of Climate and Environment. 🇵🇱The target document, which includes two scenarios: a baseline (WEM) and an ambitious one (WAM), will be submitted for full public consultation and sector consultation and then finalized in late Q2/early Q3 2024. ▶️https://lnkd.in/di34ACcv

In 2023, the EU adopted a set of Commission proposals to make the EU's climate, energy, transport and taxation policies fit for reducing net greenhouse gas emissions by at least 55% by 2030, compared to 1990. European member states are expected to submit a National Energy and Climate Plan showing how they will cut their share of greenhouse gas emissions by 2030. NECPs are an important tool to guide member states towards acting to reduce GHG emissions and to reach their climate goals. An important part of building these plans is to have deep buy-in from industry and society. In agriculture, this is essential. No plan will move forward without policymakers understanding the challenges agriculture faces in each member state (they are very different), and the opportunities they have to reduce emissions from agriculture. What's next? “Climate goals will remain out of reach unless the final plans are seriously improved from their draft version,” - CATF’s Alejandra Muñoz Castañer. However, not all is lost If countries take the next weeks to present forward-looking plans with deep buy-in from industry and society. If plans are not improved, NECPs risk becoming a box-ticking exercise, rather than a roadmap for effective implementation. As outlined by CATF in a recent blog, EU countries can apply last-minute fixes to improve their NECPs. Some countries, like Poland, flagged in advance that they will miss the deadline. CATF's Director for Central and Eastern Europe Tamara Lagurashvili stressed that time is of the essence. “As Poland moves away from coal over-reliance and imported Russian fossil fuels to zero carbon economy, a diverse decarbonisation strategy is crucial for a feasible, reliable, and socially responsible energy transition.” To help #Europe meet #EU targets, CATF released Playbooks for enhancing National Energy and Climate Plans, covering: 🏭 Methane mitigation ⏬ Carbon capture and storage ✨ Clean hydrogen 🪨 Superhot rock energy ✅ Small Modular Reactors What happens now? The European Commission published an assessment of the draft National Energy and Climate Plans in December. The Commission mentions a clear need for extra efforts as the drafts are not yet sufficient to meet the EU's 2030 targets. We suggest that the Commission comment specifically on the updated #NECPs if it is evident that relevant actors were not adequately involved in the drafting process. There should be great care to ensure the quality of dialogue in evaluations, distinguishing between well-structured, robust processes and consultations. Dialogue is part and parcel of National Energy and Climate Plans - we suggest that the European Commission specifically comment on the updated NECPs if it is evident that relevant actors were not adequately involved in the drafting process. The Commission mentions a clear need for extra efforts as the drafts are not yet sufficient to meet the EU's 2030 targets. Member States must submit their final updated NECPs by 30 June 2024, taking into account the Commission's recommendations and individual assessments. We hope that Member States will take the time they have left to ensure all relevant stakeholders are involved in the process and engage them in ongoing dialogues. The EU is also to deepen its internal market in the energy sector. This is one of the recommendations made by the think tank EPICO KlimaInnovation in a paper on the new EU legislative period.
