With the increasing importance of cyberspace in our digitized society, leaders need to understand how malign actors can integrate cyber operations into actions across operational domains. Often, these operations will fall below the level of kinetic action and will be part of a greater hybrid campaign used by an actor to impose its will on another party. Examining the 2007 Estonian cyber-attacks provides insight into the potential characteristics of such an action. A suspected but ultimately unknown actor conducted these cyber-attacks by exploiting existing vulnerabilities and coordinating across other operational domains, falling short of armed conflict but leading to massive disruption. I was privileged enough to attend this online event today. A few things stuck out to me the first was the questions around Spyware Vs Ransomware, Espionage services, Mercenary Spyware. I particularly enjoy the differentiation between these layers. As a person who works in Digital StateCraft focusing on conflict areas of the world; I have been working to help collect evidence and build political structures to prosecute the NSO Group amongst other things. I whole heartedly agree with the panelists we need a singular common global set of security responses to these common threats. This should include not only regulation but an active engaged OS-Int community engaged in sanctioned active measures. The terms mercenary/extortion/hostage/human trafficking are a few that pop out in my mind. My team engages in active measures to help break down the structural technical and political support of these groups. My current project is the removal of Russian Oil networks from NSO's leadership structure as well identifying their interconnection into crypto laundry and exchanges. The Center for Strategic and International Studies (CSIS) has just released a pivotal report, supported by Gray Space Strategies, as part of a larger research project conducted for Booz Allen Hamilton—and the Carnegie Corporation of New York, that could fundamentally alter our perception of cybersecurity and national defense. This analysis, highlighted in POLITICO's cyber newsletter, not only explores the evolving character of cyber warfare but also emphasizes the critical role of undermining public trust through the disruption of essential services. Primary Takeaway: The character of cyber conflict is undergoing a profound transformation. The analysis, drawn from extensive tabletop exercises with over 50 cyber and foreign policy experts and a wide-ranging public survey, highlights a strategic pivot by malign actors from direct cyber offensives to tactics that threaten societal trust, particularly by targeting food aid and medical services during key political moments like elections. Key Insights Include: - The emergence of cyber strategies aimed at destabilizing societies by exploiting vulnerabilities, significantly during political and foreign policy crises. - An intriguing gender divide in perceptions of cyber threats, with notable differences in concerns about deepfakes and the adequacy of current cybersecurity funding between men and women. Capturing the Core of Findings: - "Societies will be held hostage through cyberspace, targeting the most vulnerable in political warfare campaigns waged online." - "Gender dynamics will increasingly influence perceptions of cyber threats, particularly concerning misinformation campaigns." - "A trend toward cyber operations aims to destabilize social order and undermine public trust, especially during significant political events like elections." ACIG editor Marek Górka talks to Alina Bârgăoanu and Mihaela Pană from National University of Political Studies and Public Administration, Bucharest, Romania ▪︎ Marek Górka: How can information manipulation increase the threat level? ▪︎ Alina Bârgăoanu and Mihaela Pană: A common cyber threat in this war on European Union's border has been Killnet, a network of cybercriminals who seek ideological revenge by targeting neighboring countries that support Ukraine. In fact, Killnet is almost literally about “killing the net” by undermining people's trust in technology, rather than merely exposing the inability of governments to protect digital services. The ability to use cyber threats such as social engineering in order to get access to cyber networks and then disrupt them is just as consequential as using disinformation in order to influence people's minds, attention and emotions. Both types of actions can be used by state and non-state cyber actors seeking to maximize their impact. Replace Killnet with any other cybercriminal organisation whose purpose is to disrupt social cognitive systems, such as Doppelganger. What they have in common is that they exploit the hyper-connectivity of the current digital ecosystem, its affordances, in order to disrupt, distract, disorient. One example of such digital affordances exploited for cyber and social harm alike is the “silent hacking” of online advertising platforms, which was the main focus of our research article published by your esteemed journal. 🌐 The 34th edition of the Digital Society Institute (DSI) Cyber Policy Digest features the European Court of Human Rights' ruling on Russia's mass #surveillance practices, emphasizing the protection of #privacy rights through #encryption without #backdoors, an article on the implications of the intercepted conversation among German #military officers on the #Taurus missile leaked by #Russian state media, and Bitkom's position paper on the challenges and necessary changes to #Germany's digital #identity (#eID) system amidst budget cuts.   🛡 In addition, we showcase the #OECD Digital #Governance Index 2023, which provides a useful overview over the current progress and challenges in public sector transformation among OECD member countries, and Taylor Grossman's Binding Hook article pointing out the operational inefficiencies of #NATO and EU #Cyber Rapid Response Teams (#CRRTs) and proposing to restructure the current framework.
