It does rain in Southern California   The stormwater manager for Chino Hills, California was kind enough to send me a side-by-side comparison of one of the StormTree tree filter systems that was originally installed in 2019, and in December on a rainy day. If the soil is not to be used for a while, keep it covered with mulch, vegetation, or plastic. This pile here has a direct conduit to the stormwater curb inlet.
