Next stage of #marinehighway planning by NYCEDC. It's a speedy RFP released 2/14/24 and due 3/14/24. Get reading! It’s 235 pages long. TOMORROW, Tues, 2/20, 12:30pm Optional Information Session. RSVP for that to MarineHighwayDesignRFP@edc.nyc. Link for Teams meeting in RFP link below and in the RFP on page 3. Note that the RSVP date mentioned there seems to have been superceded by the date on the RFP webpage which says RSVP “on or before Tuesday, February 13, 2024.” Scope of work description starts on page 87. Quoting from the RFP: “The project requires capital improvements, including upgrading six landing sites with floating platforms for vessel tie up and unloading by crane, hand truck, “eBike”, or motorized vehicle. A freight operator is not yet selected for this marine highway network— NYCEDC intends to make capital improvements to facilitate the network’s implementation and readiness for marine freight and connectivity with last-mile logistics.” Note that Mayor de Blasio, in his last days, called for NYC Ferry boats to “moonlight” and move freight at night. A Coast Guard stability test, re-inspection and re-certification of the boats would have to happen. Harbor scuttlebutt is that the process has started. We would like to know if the EDC, or someone else, has a study of what freight is targeted for these landings, where it originates in our region, what the departure points are for the freight that is headed for these landings, and how EDC expects it to be packaged, which would determine if this is about trailer on barge, container on barge (maybe since a crane is mentioned), rolling jumbo luggage cart, or some combination of all – and will there be some kind of warehouse at these landings or is the idea that the freight moves directly on the conveyance ashore regardless of time and weather? Last we heard, the EDC did not complete a MARAD-funded study that would have covered an analysis of what freight from where; the EDC under CEO James Patchett chose to return those funds to MARAD in 2020. Can someone confirm or clarify if a study was done since then? Two sites are in our own City Council District (D38) across Gowanus Bay in #SunsetPark. Dún Laoghaire-Rathdown County Council and Wicklow County Council are progressing the development of the N11/M11 Bus Priority Interim Scheme (N11/M11 BPIS) in partnership with Transport Infrastructure Ireland, National Transport Authority and Department of Transport. The aim of the project is to deliver bus priority measures (in both directions) on the N11/M11 national road. Priority facilities can be used by buses/coaches to avoid congested traffic lanes and help to reduce the current unsustainable dependency on the private car. Following a detailed option selection process undertaken in Phase 2, a public display of the emerging preferred option was in 2023. It was noted at this display that the design presented was subject to change, pending more detailed assessments, ongoing studies and information received. This display event was followed by an extensive consultation process, during which many submissions were received from members of the public and interested stakeholders. All submissions received have been reviewed by the Project Team and are being considered as the design and assessment of the scheme continues to progress. Any additional constraints identified by the public have been documented as required. A post consultation report, which summarises the issues raised, has been prepared and is now available here https://n11m11bpis.ie/ Since December 2023, work has been progressing to develop the emerging preferred option in greater detail and to undertake a thorough environmental evaluation of the scheme. This is typically an iterative process, which has taken consideration of the feedback from the September 2023 public display and further information gathered from recently undertaken and ongoing environmental, engineering and traffic assessments. This recent work has brought several factors to light, which have prompted a comprehensive review of the emerging preferred option displayed in September 2023. As an outcome of this review, it has been decided to revisit certain aspects of the Phase 2 option selection assessments previously undertaken. In doing so, the primary aim is to ensure that all information recently gathered is appropriately considered in the options appraisal process, and that the optimum option to deliver the objectives of the project is identified. Specifically, the reassessment of options currently being undertaken is focused on sub-scheme B, between Junction 6 (Bray/Fassaroe) and Junction 8 (Kilmacanogue). Further details on the options being assessed are presented in the post consultation report. This work is currently progressing, and following completion of this revisit of Phase 2, details of any revision to the final preferred option will be published.
