Plenary Group Chief Operating Officer, Middle East Moustafa Fahour OAM sat down with Partnerships Bulletin Middle East Editor Alicia Buller on Partnerships Bulletin’s 3Ps in a Pod to discuss the public-private partnerships landscape in the Middle East. Drawing on Plenary’s established experience in delivering public infrastructure over the course of nearly 20 years and its first Middle East project win in 2022 – the under construction Zayed City Schools in Abu Dhabi – Moustafa touched on how encouraging it is to see PPPs become a preferred procurement method for governments across the Gulf. Plenary is encouraged by the region’s, and in particular the UAE’s, commitment to the PPP model and the development of a strong pipeline of potential projects, but as Moustafa reiterated on 3Ps in a Pod, it takes an enormous amount of hard work and investment to participate in a developing PPP market that continues to mature. Plenary remains committed to working alongside willing government and industry partners in the Gulf and will continue to leverage its expertise to pursue PPP opportunities in the region. Making EU ocean governance more integrated, collaborative, and better optimised for the Green Deal implementation
Governance arrangements, institutional barriers, collaboration dynamics, actor capabilities, e-governance. What do all these terms have in common 🤔💭 Well, their setup, persistence, adoption and realisation have a bearing on how marine affairs are managed. Decision making and implementation of marine policies is effectively a collaboration process that can be structured along these five components. Another common thread is that these elements are part of the Multi-Layered Collaborative Marine Governance model developed by PERMAGOV. The conceptual model brings together different components to help researchers, practitioners, policy makers and industry players to better identify and understand enabling and constraining governance conditions necessary for the successful achievement of #EUGreenDeal objectives.
