Today, the National Student Support Accelerator (NSSA) published a research brief that describes OBC’s potential for education systems connected to high-impact tutoring implementation. In this brief, NSSA indicates that outcomes based contracting (OBC) is demonstrating promise in putting its framework into practice for high-impact tutoring. This highlights the early effectiveness of OBC and emphasizes the importance of offering resources, shared learning opportunities, and coaching to assist districts and vendors in attaining measurable, long-term student outcomes. Leh Wi Lan supports Sierra Leone’s Ministry of Basic and Senior Secondary Education (MBSSE) to deliver improvements to secondary education, with a focus on schoolgirls and learners with disabilities. To mark the beginning of our programme’s second phase, we’re delighted to share this introduction to our approach and outcomes. Leh Wi Lan’s vision is for an inclusive secondary school system in Sierra Leone, where all learners feel safe and can receive a quality education. To achieve this, we’re taking a system strengthening approach that ensures our work supports the development of skills, capacity and performance at all levels of the secondary education system. In action, this means collaboration and support delivered to stakeholders at national, district and school levels in the form of training, resources and policy engagement, so everyone can play their part in realising a stronger, better education system. The second phase of the Leh Wi Lan programme (2023–2028) is delivered by a consortium of national and international partners – known formally as the Sierra Leone Secondary Education Improvement Programme II (SSEIP II).
