Applications for the five new challenges will close at 12:00 UTC on Friday, August 9, 2024. Non-Traditional Partnerships We must establish new pathways to apply dual-use technologies that solve national security problems. The Defense Innovation Unit (DIU), the U.S. Air Force’s AFWERX, the U.S. Navy’s NavalX, the U.S. Army’s Rapid Capabilities and Critical Technologies Office (RCCTO), U.S. Army’s XTECH, the U.S. Special Operations Command’s SOFWERX, the U.S. Space Force’s SpaceWERX, and others in the Department all actively engage commercial companies to identify opportunities to leverage their dual-use technologies for military applications. To advance joint solutions, the DoD will develop new processes, procedures, and FORUMS to more closely connect members of this innovation ecosystem to each other. Moreover, the DoD will tap into the innovation potential of our nation’s small businesses by expanding engagements with and investments into this community to support their ability to prototype and scale their products into production. U.S. innovation in some critical technologies, particularly those that have unique military applications, may be underinvested in by private capital markets. Potential market failures make it difficult for the DoD to form partnerships to fund the prototyping of technologies critical to national security. To create the necessary innovation environments for these technologies, the DoD must forge new investment pathways to increase U.S. access to developing defense capabilities. [USPACE Technology Group Limited Signs a Non-Legally Binding Strategic Partnership Agreement with the Egyptian Space Agency] The Board of Directors of the USPACE Technology Group Limited announced that, on 23 May 2024, the Group signed a non-legally binding strategic partnership agreement with various entities, including the Egyptian Space Agency. This agreement fosters strategic collaboration with EgSA in areas such as satellite manufacturing and testing, satellite launch operations, and educational and training endeavours within the space sector. For planned projects and activities under the Strategic Partnership Agreement, the parties will enter into formal agreements beforehand, guided by their respective work procedures, priority activities, internal rules, and administrative regulations. These agreements will outline the detailed terms, including the specifics of cooperation and each party’s respective roles and obligations. In addition, the Strategic Partnership Agreement is valid for five years commencing on the date of the Strategic Partnership Agreement. It may be extended for one year upon written consent of the parties. USPACE Technology Group Limited intends to pursue a dual listing in the Middle East to enhance its market presence and fundraising capabilities, solidifying its regional aerospace market leadership. In addition, the Group anticipates that the Strategic Partnership Agreement will further strengthen its collaboration with other space sector market players. USPACE Technology Group Limited is of the view that entering into the Strategic Partnership Agreement (i) will further enhance the Group’s technological strength in satellite manufacturing, testing and launching, thereby broadening the Group’s revenue base in the long run; (ii) signifies the continuous expansion of the Group’s market presence globally, especially in the Middle East and Africa regions; and (iii) demonstrates the recognition received by the Group from both the private and public sectors. The strategic partnership agreement between USPACE Technology Group Limited and the Egyptian Space Agency has significant implications across technological, operational, strategic, market, educational, and collaborative dimensions. By leveraging each other’s strengths and resources, both entities benefit from enhanced capabilities, market expansion, diversified revenue streams, and increased recognition in the global space sector. SpaceWERX successfully completed the capstone event for its inaugural Innovate to Accelerate (I2A) program on April 25. At the conclusion of the program, SpaceWERX hosted a demonstration exposition to connect companies with potential end-users, marking the first I2A Expo Day. This I2A cohort is a free 12-week intensive education program for SpaceWERX Tactically Responsive Space (TacRS) Small Business Innovation Research contract recipients. In this program, a group of 18 companies learned the specific needs of the technology end-users and received feedback that helped them move from idea to technology development. "SpaceWERX finds great value in programs like I2A that help to foster the space technology community,” said Lt. Col. Vinny Pande, SpaceWERX Ventures lead. The I2A Expo Day also marked the beginning of Project Vanguard: an AFWERX program which partners with the NSIN - National Security Innovation Network to give companies in the United States Department of the Air Force SBIR/STTR program access to private capital. This will help facilitate the transition from Phase II to Phase III contracts, and gives participating companies access to end-user input from the private sector. Yesterday morning, Matthew Williams, Director, OSD Transitions SBIR/STTR Technology (OTST) Program, moderated an expert panel on SBIR/STTR Phase III, at the Spring TechConnect World Innovation Conference & Expo, where attendees learned about data rights, government rights and requirements, and how to navigate the process towards a contract or program of record (PoR). Key Takeaways: - Data rights should be included in every contract; government has a responsibility to protect them, and you have the responsibility to assert them. - The original topic owner is one of the most important relationships to form because they can connect you with their internal and other agencies colleagues. - Reach out to the Service or Component’s SBIR/STTR program office if you’re having challenges with an element of the process and the TPOC is not able to support you. - Candace Wright (SBIR/STTR Program Lead MDA), but also be self-aware if the issue with the feedback you’re receiving is that your tech needs to pivot to match the TPOC’s requirements or if you’re facing a negligent POC. - All Phase IIIs across the government operate under the same authorities. The DoD is actively working with Services and Components on improving Phase III award knowledge and skillset. Milestone agreement between #ESA and the #EuropeanCommission on, inter alia, the #ProtectAccelerator, important initiative that I have the honour of leading. Two priority areas: operational space weather services and space traffic management (incl. Zero Debris). “Because space is crucial to daily life on Earth, ESA and the EU will enhance the European capacity to guarantee strategic autonomy in the protection of assets in space and on ground, through the Protect accelerator. ESA and the EU have agreed to work together to establish operational space weather services for Europe, and to initiate a European approach for space traffic management that includes zero debris principles.” See the full communiqué below ⬇️
