For years, the environmental impact of shipping has been masked in secrecy, with vessel emissions and pollutants often confined to logbooks and undisclosed databases. As a result, the true environmental cost of maritime trade remained unclear. Do you know what MARPOL is? 🤓 It’s the International Convention for the Prevention of Pollution from ships. Adopted in 1973 by the International Maritime Organization, it’s the main international convention focusing on the prevention of pollution of the marine environment by vessels. Just as SOLAS sets out the minimum standards for safety at sea, MARPOL does the same for environmental protection. The convention consists of six annexes to ensure the marine environment is protected from pollution and toxic substances. It lays out the requirements for stowing, handling, shipping, and transferring hazardous waste. 🌍 States in the Mediterranean Sea are preparing to implement, in 202️⃣5️⃣ , global laws which will require ships plying the Sea to meet stringent requirements to limit harmful pollution by Sulphur Oxides (SOx). 💨 To support the implementation of the new cleaner air rules, some 30 participants representing authorities/organizations responsible for the regulation of shipping in the Mediterranean, as well as authorities in charge of issues related to the marine environment, attended a regional workshop, held at the Regional Marine Pollution Emergency Response Centre for the Mediterranean Sea (REMPEC), in Malta 🏝 . The workshop focused on familiarization with the requirements for air pollution prevention and promotion of energy efficiency under Annex VI to the International Convention for the Prevention of Pollution from Ships (MARPOL), including the 0.10% sulphur limit in the Mediterranean Sea Emission Control Area for Sulphur Oxides and Particulate Matter (Med SOx ECA). ➡ From 1 May 2025, ships operating in the Med SOx ECA are required to comply with a limit for sulphur content in fuel oil that is a fifth of the legal limit outside this area (0.10 per cent mass by mass (m/m), compared with 0.50 per cent m/m allowed outside the Med SOx ECA). Participants had the opportunity to exchange best practices, including lessons learned from other Emission Control Areas (ECAs) that have been established by IMO 📚 (including the Baltic Sea and the North Sea areas). The Mediterranean Sea is home to some of the busiest maritime routes in the world, supporting 20 per cent of seaborne trade 📦 . It is estimated that 24 per cent of the global fleet of ships and more than 17 per cent of worldwide cruises 🛳 ply the Mediterranean Sea 🌊 .

Marpol Annexe 1 International Efforts to Prevent Oil Pollution from Merchant Shipping Preventing oil pollution from merchant ships 🚢is a big deal around the world🌏. There's a global system in place, led by the International Maritime Organization (IMO), to tackle this problem. It involves international agreements and rules set up by different countries to keep the seas clean and protect coastal areas and marine life. This system has two main parts: one set by big international agreements like the United Nations Convention on the Law of the Sea (LOSC), and another set by specific rules from the IMO. Both parts work together because shipping is a global thing, and it needs everyone to cooperate to stop oil spills at sea. In recent years, there's been more focus on regional measures to protect certain areas, like the Baltic and Mediterranean seas, which are extra vulnerable to oil pollution. These regional agreements, along with global ones, aim to make sure that ships follow strict rules to prevent oil spills and keep the oceans safe.🌊 The rules for ships are special because they cover a lot of things to reduce pollution and make ships safer. This includes rules about what ships can discharge into the sea, how they navigate, and the standards for building and operating ships. The European Community (EC) plays a big part in making sure these rules are followed. They have their own laws, like the EC Common Policy on Safe Seas, to prevent oil pollution. The EC also works with other countries to make sure everyone is doing their part to keep the seas clean.😊 Even though a lot of progress has been made, there are still challenges. Making sure everyone follows the rules, working together, and finding new ways to prevent pollution are still big issues. 🚀 New legal analysis! 🌊 Last week, Opportunity Green's legal analysis on why the use of scrubbers on ships is not in compliance with MARPOL Annex VI air pollution regulations was submitted to the International Maritime Organization by Friends of the Earth International, World Wildlife Fund, Climate Shipping Coalition and Pacific Environment. ⚓ Ships that opt to use heavy fuel oils with a scrubber release more carbon dioxide and particulate matter, including black carbon. 🌎 These pollutants have a massive impact on human health and the climate. ⚖ Use of scrubbers therefore should not be regarded as in compliance with MARPOL Annex VI, the IMO's air pollution rules.
