Excited that our latest research report is out in the world 🌎 As Labour commits to ambitious housebuilding targets, NIMBYs have become a permanent feature of the news cycle. But contrary to popular belief, communities aren’t inherently anti-development. They’re stuck in a system that creates conflict by design. In Constructing Consensus, we argue that meaningful community engagement can reduce opposition, speed up development and create thriving places. It’s full of case studies that illustrate what a new system of development could look like – some of which I had the pleasure of writing. Including: 🏠 The UK's first senior co-housing community, made up of women over 50. At New Ground in Barnet, residents take joint responsibility for the building and look out for each other’s health and wellbeing – combatting isolation and enhancing their quality of life. ✏ A council in Hampshire with a ground-breaking approach. Test Valley Borough Council has prioritised community voice and taken a “bottom-up” approach to regeneration. Rather than consulting on pre-determined plans, the council began with a blank sheet of paper – securing buy-in and better development as a result. 🌄 The Glendale Gateway Trust that is transforming one of the most sparsely populated areas of the country through community-led regeneration. If the government wants some tips for building its New Towns, it would do well to read Town and Country Planning Association (TCPA)’s ‘Health, hope and prosperity: a vision for healthy new towns‘. It takes Garden City principles as its starting point. But these could equally be community land trust principles. TCPA envisages a community “where people have real agency over their lives”. CLTs are community-led from the initial campaigning to the final design collaborating with a chosen architect. And when people are in control of the homes they want and need, they gravitate towards the TCPA’s excellent framework of principles (see image below). These include genuine affordability; community ownership of land and longterm stewardship of assets; climate resilience; vibrant and inclusive neighbourhoods – and more. If the government develops its New Towns to TCPA’s vision, we’ll all benefit. Colchester Local Plan.. 📘 Following a Local Plan Committee meeting on the 17th June 2024, Colchester Borough Council has published detail of its proposed housing need at a level of 1,043 dwellings which is an increase o 123 dwellings per annum higher than the adopted Local plan. In a report published (attached) for the Committee meeting the Authority indicated that there are several spatial options to be explored, but all options include the Tendring Colchester Borders Garden Community (TCBGC). The spatial options include: • Substantial Growth – Garden Communities and Suburbs This approach includes development of one or more garden communities or suburbs within Colchester (In addition to TCBGC) • Hubs and Spokes Model - This approach recognises the relationship between settlements within Colchester. • Environment Led - Under this approach planning for a better environment is the primary focus. • Transport Corridors - This option directs growth to key Transport Corridors. These corridors may be directly from or to Colchester City Centre and will include a range of transport modes including rail and road, including the A12. • Expansion and Regeneration of Colchester Urban Area - This approach would seek to focus development to the Colchester urban area, creating urban extensions to deliver large scale new communities on the edge of Colchester. • Proportionate Growth - This approach delivers growth proportionately across all of Colchester's settlements. • Community Gain - This approach seeks to deliver growth across Colchester where there are the biggest public benefits and gains provided through development. #planning #newbuild #homes
