Weak militaries have plenty of generals and admirals but very little combat power. Their organization cater to personal, vested and special interests of senior officials. Promotions to high ranks and positions are based on personal loyalties, patronage or membership in certain groups and societies. Patrons appoint their proteges, classmates and hangers-on. There is a rapid merry-go-round in the top echelons to give more star ranks to those nearing retirement. Almost everyone in the ruling class get his stars, whatever their level of competence, prior performance or character. They are placed in positions to get rank promotions and titles before they bow out of the service. The requirements and necessities to protect the interests and strengthen the organization are set aside to accommodate undeserved personal advancements. Whoever are favored get priority and preferential treatment most of the time. Careerism instead of professionalism becomes the norm. Sucking up to possible sponsors become more important than doing the right thing. Qualification criteria is arbitrarily applied. Merit is subordinated to personal connections and loyalties in the selection process. The good professionals are bypassed and thereby become disillusioned and demotivated. The organization thus suffers, struggles, fails to develop competence, loses direction and is mired in mediocrity. It becomes incapable of performing its mission and unable to serve the public interest. Leaders who truly care, behave professionally and willing and able to institute the needed changes to the organization are needed.
