Why IAFF’s Resolution 37 is Critical for Firefighters in Understaffed Departments As a former first responder turned criminal defense attorney, I understand the immense pressures that firefighters face, especially in departments that are not adequately staffed. The recent adoption of IAFF’s Resolution 37 at the 57th convention is a pivotal step in providing the protection that our firefighters desperately need. Resolution 37 establishes the Fire Fighter Fidelity Fund, designed to financially assist IAFF members facing criminal prosecution or public allegations for actions taken within the scope of their job duties. This fund, supported by a minimal per capita increase, ensures that our firefighters have the resources to defend themselves in court when they need it most. In under-resourced and understaffed departments, firefighters are often required to make split-second decisions under incredibly challenging circumstances. The lack of sufficient personnel can intensify these situations, leading to increased risks, both physically and legally. When firefighters are forced to act quickly and under duress, the potential for legal scrutiny and public allegations grows significantly. The Fire Fighter Fidelity Fund is more than just financial support—it’s a lifeline for those who serve in our communities, often without adequate backup. It ensures that our firefighters are not left to bear the burden alone when they face legal challenges stemming from their brave service. This fund acknowledges the reality of the job and offers a safety net for those who protect us, even when their departments are stretched thin. In a time when understaffing is a critical issue in many fire departments, this resolution is a necessary and compassionate step toward ensuring that our firefighters have the support they need, both on the job and in the courtroom. THE APOSTILLE CONVENTION ENTERS INTO FORCE FOR CANADA On 11 January 2024, the Convention of 5 October 1961 Abolishing the Requirement of Legalisation for Foreign Public Documents (the ‘Apostille Convention’) entered into force for Canada: https://lnkd.in/eRATVNB3 The Apostille Convention currently has 126 Contracting Parties and has been in force for Bulgaria as of 29 April 2001: https://lnkd.in/gTnakY3F The Apostille Convention abolishes the requirement for legalization of public documents which have been issued in the territory of one Contracting State and which have to be produced in the territory of another Contracting State. In general, the legalization procedure involves a chain of certifications by one or more authorities of both the state where the document is issued (e.g., the Ministry of Foreign Affairs) and the destination state (e.g., the diplomatic or consular agents). This often makes the procedure lengthy and expensive. On the other hand, the addition of an Apostille certificate by the competent authority, designated by the state where the document originates, exempts this document from further legalizations or certifications. The entry of the Apostille Convention into force for Canada will substantially ease up the use and recognition in Bulgaria of public documents issued in Canada and vice versa.

It addresses a practical issue that has lingered for years—the covert import of alcohol by diplomats using diplomatic pouches—by bringing it into a regulated environment.
