[Status of the Multi-Hazard Early Warning Systems in the Least Developed Countries 2024] The 2024 status report of the Multi-Hazard Early Warning Systems (MHEWS) in the Least Developed Countries (LCDs) has showcase empirical key findings that are essential for future developments and filling in gaps of the early warning systems. Less than half of LDCs have operational MHEWS, creating a big coverage gap for the group, especially in Africa. Even though many countries have a Single-hazard systems, they are not often recognized as progress toward the implementation of MHEWS. Disaster risk knowledge is a foundation of MHEWS, yet it remains weak across the LDCs, making the implementation of best practice such as Impact-Based Forecasting almost impossible. The capability to disseminate information and warnings remains as another challenge. Some of the most vulnerable communities are really difficult to reach, especially those in rural areas where there is existential gap in both access and usage. To ensure an effective dissemination of warnings for all, MHEWS needs to take multi-channel approach including no-tech and low-tech channels and traditional communication networks. Not all findings are negative though, the report highlights the potential of young people in supporting and escalating the implementation of the effective MHEWS, from embracing the dissemination of warnings to actively participating in community awareness and action. There have been an increasing number of LDCs that are developing and implementing Anticipatory Action (AA) Frameworks as well as less formal interventions, and the report suggests every LDC to have AA frameworks for all identified hot spots and all priority hazards. In short, these findings call for capacity building, better risk knowledge and assessment, infrastructure improvements, and international collaboration to close the existing gaps in LDCs.
