Several major schemes will either be finished or will make considerable progress in Swansea this year in a further boost for city centre footfall. The schemes will lead to thousands more people working in the city centre to help create the footfall that's needed to support existing traders and attract more shops and other businesses. Policy 3 of the NPS-UD and a (small) part of the MDRS have finally been decided on for Christchurch. Today, Council adopted 58 of the recommendations from the Panel on Plan Change 14 regarding intensification within and surrounding commerical centres. High Density Residential zoning will be applied around 10 commercial zones, and while most are enabled to about 4-storeys, development within the Four Avenues is enabled to either 6 or 12-storeys. All HRZ also have bespoke standards to better deliver intensification, including perimeter block controls. Through an Alternative Recommendation, these Perimeter Blocks controls are now also applied across 8 key centres where Medium Density Residential zones are approved. About 30 commerical centres will now have medium density. This is a significant step change and it will be interesting to see what kind of developments get delivered. Alongside this, a number of Alternative Recommendations have also sought to retain the Council position put forward. This includes the Sunlight Access QM, Riccarton Bush QM, and City Spine QM (only retaining status quo road setbacks). Some heritage and character areas have also changed through Alternatives: Antonio Hall listing is removed; Daresbury House listing is removed; and both the Residential Character and Heritage areas for Piko/Shands are removed, alongside the removal of Character Areas for Ranfurly, Beverley, and Clifton. While all Alternatives are subject to a decision by the Minister, they will all have legal effect from 12 December when the decision is notified. From this date, all parts of IHP recommendations will be treated as operative. It's been an incredible effort to get this far and am frankly shattered.
