"A stretch of more than 45,000 acres of swampland between New Orleans and Baton Rouge has been slowly dying, killing off native species for more than 80 years. Why it matters: That ends soon, thanks to a new project reconnecting the Maurepas Swamp with the Mississippi River. Zoom in: Federal, state and local authorities broke ground last week on the River Reintroduction into Maurepas Swamp Project, which will bring freshwater, sediment and nutrients back to Louisiana's largest and last remaining coastal freshwater swamp, a press release says. What they're saying: "The Maurepas Swamp is what many people think of when they hear 'Sportsman's Paradise,'" said Louisiana Coastal Protection and Restoration Authority chairman Gordon "Gordy" Dove in the release. "Unfortunately, the swamp has been severely impacted after being cut off from the Mississippi River's freshwater. Reconnecting the swamp to the river is essential to halting its decline and ensuring its preservation for future generations." The swamp's decline has led to population drops in some native birds by nearly 50% over two decades, one expert told the AP, which disrupts multiple aspects of the local ecosystem. By the numbers: The project will cost about $330 million, and it'll be paid for with a mix of Deepwater Horizon oil spill settlement dollars and state money. Between the lines: The Maurepas Swamp Project was selected as the Army Corps of Engineers' mitigation effort to make up for the environmental damage caused by the 18.5-mile comprehensive levee system known as the West Shore Lake Pontchartrain project, the release says. This marks the first time the Army Corps has used a CPRA-constructed restoration project for mitigation. "The feds threaten to withhold $2.2 billion from the massive effort to save and restore the state’s diminishing coastline if leaders don’t act soon. Louisiana state leaders are mum about whether a nearly $3 billion project that’s been touted as a linchpin in the state’s coastal restoration efforts will move forward as pressure mounts from the federal government to get the work done. Gov. Jeff Landry’s office and officials with the Louisiana Coastal Protection and Restoration Authority did not respond to multiple emails and calls related to the Mid-Barataria Sediment Diversion project. The state is now in danger of losing billions in funding if leaders don’t clearly commit to seeing the project through. The massive project is in limbo as it faces two separate legal challenges that have pitted local leaders and fishermen against scientists and environmental advocates. Proponents of the project stress the need to rehab Louisiana’s heavily damaged and steadily eroding coastline, which is disappearing at a rate of approximately a football field every 100 minutes — a process that’s worsened as climate change accelerates sea level rise and intensifies extreme weather events including hurricanes. Saving the coastline resonates with local voters. This week, roughly two-thirds of Louisiana voters approved a constitutional amendment to dedicate any revenues from offshore wind projects to future coastal projects. The restoration funding for the Barataria Basin — approximately 1.5 million acres of wetlands southwest of New Orleans — is part of the more than $8 billion settlement the state was awarded after BP’s 2010 Deepwater Horizon oil spill. The project touches nine parishes and is scattered throughout the Louisiana Gulf Coast. Rhode Island's coastal zone includes the entire state, but the Coastal Resources Management Act of 1971's regulatory authority generally extends 200 feet inland from any coastal feature. The CRMC's regulatory authority is defined by the area from the territorial sea limit, which is 3 miles offshore, to two hundred feet inland from any coastal feature. This includes natural features such as coastal beaches, dunes, barriers, coastal wetlands, cliffs, bluffs, and banks, rocky shores, and more. Coastal vegetation of any type cannot be moved or removed without first being assessed by a URI Certified Invasive Manager for conformity with the current coastal resources regulations. #certifiedinvasivemanagers #ricoastalresourcesregulations
