A state visit such as the one recently undertaken by H.E President William Ruto of Kenya is marked with a plethora of deals and announcements that can be confusing for investors and the public in general. One way to cut through the noise is by the use of condensed official briefs and press releases. Here is a White House fact sheet on the recently concluded state visit by H.E President Ruto. Interesting announcements within the realms of clean energy, recycling, climate-tech, Agriculture, and many other sectors of interest to the Dynamic Sustainability Lab I have highlighted some of the announcements that are directly related to my current project as a graduate research fellow at the Dynamic Sustainability Lab . I am looking forward to synthesizing this and so much more into the DSL technical bulletin and report under the guidance of Dr. Jay Golden and Aaron Otis : 1.) Investing in Electric Vehicle Startups: DFC announced a $10 million direct loan to BasiGo an electric vehicle company that leases and sells electric buses to public transport bus operators in Kenya. The loan facilitates procurement of buses and batteries for sale in Kenya and is a key e-mobility project supporting Kenya’s ambitious climate goals. Additionally, DFC announced a $10 million loan to Kenyan company Roam Electric that supports its assembly and production of electric motorcycles on-site in its Nairobi production facility. The U.S. Department of State also announced $100,000 for technical assistance to support accelerating the transition to zero-emissions vehicles in Kenya, including through policy development and implementation, capacity building and peer-to-peer learning, and workforce development. 2.) Growing Kenya’s E-mobility Sector: DFC recently announced a $10 million loan to Mogo Auto Kenya to support affordable financing for cars, motorcycle taxis, and logbook loans in Kenya. The transaction supports President Ruto’s Africa Green Industrialization Initiative, building upon DFC’s longstanding support for the e-mobility economy in Kenya.

A model of effective interaction is proposed, which takes into account selective fair financing based on indicators of the investment attractiveness of the i-th region and the priority of the i-th region. The calculations proved the independence of the regional financing priority indicator on the level of investment attractiveness of the region, or vice versa. The methodology was tested on the example of urban passenger transportation entrepreneurship under the conditions of challenges that have arisen. According to the results, those territories that are recognized as the most affected and vulnerable, and the problem of support of which can be solved only with the help of state intervention, are eligible for state protectionism. The results of the calculations show that the distribution of financial funds in the amount of state finances S=1 allocated to support entrepreneurship is carried out proportionally. A comprehensive approach made it possible to determine the regions for state funding, while the most affected regions receive the largest share of financial investments – Luhansk, Chernivtsi, Kherson, Donetsk, Mykolaiv, and Sumy oblasts, which will receive funding to support urban passenger transportation, in the amount of 17.01 %, 16.89 %, 16.74 %, 16.57 %, 16.55 %, and 16.24 %, respectively. This study is of practical interest for state management bodies as it provides methodological recommendations for the allocation of funds to support the most affected regions. It is also useful for researchers studying financial provision, protectionism, and public administration, and it is recommended that future research be conducted taking into account the level of socio-economic development of states.
