We are announcing the launch of the #GlobalGovTechBoard, guided by the leadership of Mykhailo Fedorov, Vice Prime Minister of Ukraine and Minister at the Ministry of Digital Transformation of Ukraine, and Markus Richter, State Secretary and Federal CIO at the Bundesministerium des Innern und für Heimat. This global initiative, initiated by strong Ukrainian-German cooperation, was just unveiled at the World Economic Forum #AnnualMeeting in Davos. Co-led by Global Government Technology Centre Berlin and Global Government Technology Centre Kyiv, the Board serves as the first global forum to unite CIOs, CDOs, ministers, and key officials responsible for digital transformation in national and federal governments. Its mission is to advance GovTech practices, facilitate knowledge sharing, and foster collaboration to transform government operations and enhance citizen services. Manuel Kilian, Managing Director of the Global Government Technology Centre (GGTC) on the launch of the Board: "The growing importance of new technologies to governments means that CIOs, CDOs and digital ministers must prioritise strategic collaboration - with other countries and the GovTech ecosystem alike. The Global GovTech Board provides the world's first dedicated platform to make this collaboration a reality". The establishment of the #GlobalGovTechBoard is a significant milestone in digital governance, creating a connected and effective global network for GovTech. When we opened the Global Government Technology Centre (GGTC) in Berlin at the end of September last year, we set ourselves an ambitious goal: to bring the topic of #GovTech to the forefront of the World Economic Forum's #AnnualMeeting in Davos and make it a key theme. Today, as the #AnnualMeeting kicks off, GovTech is everywhere. Every day, there will be multiple events dedicated to GovTech, as well as countless bilateral meetings. To explore the wide range of activities planned by us, the Forum, and its partners, check out the document highlighting the growing momentum of this critical topic. It’s inspiring to see GovTech taking its place on the global stage, being actively discussed by political leaders, business, academia, and civil society. Are we ready for digital sovereignty? In his keynote at the #UniventionSummit, Peter Ganten captured once again the current political situation: the world stage is dominated by a few very powerful individuals. It is unpredictable how things will develop. The multi-billion dollar technology initiatives are designed to do one thing above all: demonstrate and entrench power. They send a strong signal: The aim for digital dominance in innovative technologies. All the more reason for us, for Europe, to move closer together and find a strong response. All participants seem to agree on this matter of prioritizing digital sovereign alternatives. All across the economy and above all, of course, in system-critical areas such as the public sector. Great alternatives are available, as we can see again today. We now need a clear path out of dependencies. What do administration, politics and business need to do now for digital sovereignty? In the panel discussion with Dr. Laura Sophie Dornheim, Dirk Schrödter, Jutta Horstmann, Prof. Dr. Dennis-Kenji Kipker, and Peter Ganten all participants agreed on the importance of this topic. The question over whether a digital strategy with clear rules for procuring open source software, the establishment of a dedicated digital ministry, or adjustments to Germany’s federal structures, or more or less regulations holds the key is secondary. What truly matters to me is sending an unequivocal signal. The next federal government must demonstrate a strong and decisive commitment to digitally sovereign alternatives, anchored in open source software. This requires not only clear, ambitious goals but, above all, a robust and long-term funding that paves the way to establish these sovereign alternatives. Big kudos also to Ann Cathrin Riedel for the wisely (and for me as always very refreshing) moderation throughout the day. What are your thoughts after the first day of the Univention Summit? We’ve entered a new era of government technology with the official opening of the Global Government Technology Centre (hashtag #GGTC) in Berlin on 1 October 2024. Part of the World Economic Forum’s Centre for the Fourth Industrial Revolution Network, GGTC Berlin will spark a more systematic approach to GovTech development, with new methods of cross-sectoral co-ideation, co-creation, and co-learning. In a new article, Marc Reinhardt, Capgemini Executive Vice President, Public Sector Global Industry Leader, explains how the GovTech ecosystem has the potential to create a more inclusive and sustainable development opportunity in terms of public sector digital transformation across the world. Countries lagging behind – through lack of finances, technology know-how and resources, or geopolitical instability – have an opportunity to leapfrog on the back of more technically advanced nations and catch up with the transformations of their own administrations. That’s not all. He argues that this more systematic approach to sharing knowledge and co-creation will also help to resolve challenges with interoperability, whereby projects with broad-ranging regional benefit fail to deliver expected outcomes because platforms built for them in one country are not interoperable in another. The technologies available to us today can do so much more than streamline public services. They have the potential to redefine how governments operate. And the potential to create public impact through GovTech amounts to $9.8 trillion globally in the coming decade, through gains in efficiency, transparency, and sustainability. These are the findings of new research published by The World Economic Forum and Global Government Technology Centre (GGTC) Berlin in collaboration with us. The potential of GovTech can only be realized through strategic, decisive action.
