At the Investopia conference, hosted in Abu Dhabi on 28-29 February, the panel "Strategic Priorities in a Shifting Global Landscape: A Policy Perspective'' underscored the need for nations to continuously adapt to rapid global economic changes. H.E. Simon Coveney, Minister for Enterprise, Trade & Employment of #Ireland, emphasised that #decarbonisation and #digitalisation will be the most important pillars of government policy for the next 20 years. The #UAE and #GCC have emerged as leaders in both of these areas, demonstrating how proactively approaching decarbonisation and digitalisation and incorporating them into government policy can build resilience, and drive significant economic growth. In 2017, the UAE appointed H.E. Omar Sultan AlOlama, the world's first Minister for Artificial Intelligence; long before #AI was a major policy consideration for most governments. In 2023, Abu Dhabi unveiled Jais, a specialised AI language model for the Arabic language, which aims to encourage advancements in non-English AI models in scientific and computational communities. According to PWC, AI is expected to contribute to almost 14% of the UAE's GDP by 2030, a testament to the country's pioneering role in AI adoption. It becomes more challenging for small island nations to proactively integrate decarbonisation and digitalisation into policy, considering their financial constraints, heightened geographical vulnerability to climate change and economic shocks, as well as the small scale of their economies. That said, governments cannot ignore these as integral to their 20 year national plans. While we acknowledge that most small island nations do not have economic objectives that span decades, we can help them position for the long-term by adopting the following strategy: 1. Revisit economic development objectives to determine whether decarbonisation and digitalisation are addressed. 2. Build bilateral economic ties with nations that can lend their expertise and share their lessons learned in order to advance digitalisation and decarbonisation. At the World Government Summit earlier this month, the UAE stated that it seeks to share its learnings, including failures, with countries that do not have the capability to undertake costly R&D exercises. In engaging in bilateral discussions with the UAE, small island nations can therefore take advantage of the recently-announced developing nations' technology fund for agriculture, healthcare, aerospace and energy innovation, or the UAE-Caribbean Renewable Energy Fund to ensure that they are accounting for decarbonisation and digitalisation in their economic plans, while simultaneously using this as a foundation for friendships in new markets. In recent years, states have strived to harness digital innovation’s potential, transforming the global information technology (IT) landscape. One notable example is the strengthening IT cooperation between Pakistan and Saudi Arabia. This has been spearheaded by the LEAP technology conferences held in Riyadh, which are dubbed the “Digital Davos” as they are attended by hundreds of tech firms from across the world. Pakistani IT companies generated leads worth over $100 million during last year’s event. Subsequently, LEAP 2024 in March served as a pivotal platform for globally marketing the potential of Pakistan’s IT firms. This year’s LEAP showcased a large contingent of 74 Pakistani firms, underlining the trend of Pakistan’s increasing engagement with Saudi Arabia on IT. The Pakistan pavilion highlighted the country’s rapidly advancing IT ecosystem and signified its commitment to positioning itself as a tech hub in the region. It also facilitated meaningful interactions with industry leaders and potential investors. These engagements were crucial for opening new avenues for collaboration and attracting foreign investment to fuel Pakistan’s digital growth. These partnerships are not only providing Pakistani start-ups with the necessary capital to scale-up their operations but are also offering access to the vast Saudi market and beyond. Multilateral forums such as the Digital Cooperation Organization (DCO) also aim to augment the bilateral digital cooperation between the two states. Saudi Arabia’s ambitious Vision 2030 is underpinned by digital transformation, creating an attractive market for Pakistan’s growing digital sector. This is supported by reports that Pakistan’s IT exports to the Kingdom have increased by up to $100 million in the past two years.
