I went to a resume review session at the Fairfax location. Everyone was very nice and offered helpful advice. However, I have applied for multiple positions to help support GovCIOs VA contract at the Martinsburg, WV site... unfortunately, never had any luck landing a position. Although I'm a veteran and actually use the Martinsburg VA hospital as my primary care provider. I do appreciate the resume feedback though.

Active Duty Service Members, YES, you can start a career with the federal government while on terminal leave.
The official answer from the U.S. Office of Personnel Management (OPM) is "Yes. A service-member who is on terminal leave pending separation from active duty under honorable conditions may accept a civilian position in the Federal government."
But how can you apply if you haven't received your DD-214 yet?
Simple, you can use a "certification of service," or a written document that certifies the you are expected to be discharged or released from active duty service in the armed forces under honorable conditions not later than 120 days after the date the certification is signed.
This is what you'll need as supporting documentation for your Veterans preference and any Veteran special hiring authorities you want to use while applying to federal jobs.

Once you decide not to reenlist, choose where you want to live and what civilian job you want, and make sure you have the necessary education and skills.
2) Utilize education benefits before separation:
Make the most of your GI Bill investment and any certifications available in the military to prepare for the civilian job you desire.
3) Leverage Transition Services to Secure a Civilian Job:
They offer guidance on career planning, job searches, resume writing, interview skills, etc. They aim to support veterans in successfully integrating into civilian careers after leaving the military.
