When the DOD released its Joint All-Domain Command and Control, or JADC2, implementation plan in March 2022, the vision for the modernization effort was crystallizing around promising technologies and products. Now, there is a push to speed up the effort, focusing on a plan to reach initial operational capability, prioritizing enhanced capabilities across the Indo-Pacific region. We’re getting closer! Last month, Deputy Secretary of Defense Kathleen Hicks announced that the DoD Chief Digital and Artificial Intelligence Office had delivered its initial version of their Combined Joint All-Domain Command and Control (CJADC2) capability to the United States Department of Defense. This initial version combines software applications, data integration, and cross-domain operational concepts to provide decision advantage to warfighters. Much like our Joint Project Lead for CBRN Integration capabilities, CJADC2 aims to build a more modernized and digitally transformed U.S. military. 🌐 Deputy Secretary of Defense Hicks delivered a compelling keynote this afternoon, followed by a brief fireside chat. "AI-enabled systems can greatly improve the speed, accuracy & quality of Commanders’ decisions." Emphasizing our work in accelerating adoption of these tools, she added, "we should be unafraid to shift approaches as we evolve." The DSD’s keynote was preceded by a fireside chat by Ms. Margaret Palmieri, our Deputy Chief Digital Artificial Intelligence Officer, who provided an insightful discussion explored the vision of an ideal state of an AI-enabled force. ETI is excited to share the release of a new paper, "Integrated by Mission—Federated for Execution," which was done in collaboration with Bryan Clark and Dan Patt from the Hudson Institute's Center for Defense Concepts & Technology. The paper argues, "by emphasizing communications rather than integration, CJADC2 also fails to address one of the DoD’s main limitations in its efforts to gain a decision advantage against China—the domain- and service-centric nature of deployed US force packages." Instead, the authors propose the realization of CJADC2’s goal of decision-making advantage by co-evolving its technical and C2 elements through operational experimentation. This paper presents six principles of an approach that would improve the DoD’s ability to integrate joint forces rather than simply connecting their networks: - The DoD could achieve joint integration more quickly by prioritizing requirements for federated integration over universal standards. - Interoperability will require the DoD to have a continued emphasis on a data-centric approach over a network-centric one. - Preserving adaptability through modular approaches and delegating key decisions and activities to the field would give military forces decision-making advantages over opponents. - The DoD would benefit from “on-demand interoperability” via continuous integration and delivery pipelines or tools that allow systems with varying data formats and interfaces to exchange information. - The DoD should organize integration efforts around shared mission problem statements, like specific kill chains, rather than broad technological interoperability. - DoD organizational and cultural challenges are greater obstacles to advancing interoperability than technical and materiel limitations are.
