In what way is deep sea mining environmentally sensible?

The UN Law of the Sea establishes rules for using the international seabed. While 168 countries participate, the US remains outside. Repeated attempts to ratify the treaty have failed since 2012. In the meantime, China made deep-sea mining a national priority.
