On Thursday, September 12, Governor Josh Shapiro signed an executive order calling for the creation of Pennsylvania's first comprehensive Housing Action Plan. In support of this exciting announcement, CEO Corinne O'Connell said: "Habitat Philadelphia applauds Governor Shapiro's call to create Pennsylvania's first comprehensive Housing Action Plan, and we support the full continuum of attainable, affordable housing – which must include creating new homeownership as well as transitional, rental and preservation of existing stock. Investing in these solutions – especially for the state's lowest-income households – is the foundation for individual health and security, neighborhood stability and economic growth. Habitat Philadelphia is seasoned, proven and ready to build alongside all who support this audacious vision." Habitat’s Jeff Head met with The Real Deal's Emma Whalen to discuss Illinois’ #AffordableHousingPlanningandAppealAct and the significant challenges it has faced over the past 20 years. As Vice President of Development at #HabitatAffordableGroup, Jeff highlights a crucial issue: the additional costs—both financial and emotional—developers face due to the extensive educational and political processes involved. As Jeff states, "Affordable housing gets a lot of people’s nerves agitated as it is. If there is a big education process and a significant political argument involved, it increases the financial cost and the emotional cost of going in and digging into an argument for a project that a significant portion of people don’t want." The recent amendments to the law aim to address these challenges by allowing local housing nonprofits and potential residents to appeal the denial of affordable housing proposals. These changes may provide a much-needed boost to affordable housing initiatives across the state. The Dallas Morning News reports that the average home in the DFW region costs 4.4 times the region's median household income. Area residents need to make more than $116,000 to buy a home, according to a June study from Harvard University’s Joint Center for Housing Studies, and the average rent for a D-FW apartment at the end of June was $1,472. These housing costs are out of reach for many, increasing the demand for affordable housing options at a breakneck pace. That’s why we remain committed to forging partnerships with private developers to construct new affordable housing and mixed income developments, such as The Oaks senior living community. This community, developed in partnership with Volunteers of America National Services (VOANS), celebrated its grand opening in November of 2023. DHA redeveloped the former Brooks Manor site in Dallas into a 260-unit, mixed-income community.
