Well, I'd love to see a further dive into the public policies, local governance, education, and financial institutions including the access to capital investment to reveal what are the consistent and real barriers to the racial wealth gap in New Orleans. This information is always hard to digest but also a temperature check on why we all need to do better for New Orleans and its people. Or is this just what it is and we accept it. Is it just racism, generations of oppression? What are the specific policies, programs addressing this? How does this show up in our local schools, government, public programs? The racial wealth gap in New Orleans is not solely a result of historical racism and oppression but is perpetuated by ongoing systemic issues. Addressing these requires a multifaceted approach involving policy reforms, community engagement, and targeted programs. It's essential to continue analyzing and addressing these barriers to create a more equitable future for all residents of New Orleans. #equityinneworleans

Let Chicago TIFs Expire and Borrow $1 Billion to Fund New Development that Centers Equity Just before the holidays, details emerged about the City of Chicago’s proposed plan to use anticipated revenue from expiring TIFs to fund affordable housing and other development projects via bonds. See Crain’s Chicago Business article “Chicago plans to borrow over $1 billion as it weans itself off TIFs.” https://lnkd.in/gm7sdTik MPC applauds this proposal and believes it has the potential to secure a dedicated revenue stream for community development at a time when affordable housing pressures deepen for many families. Although this would require new borrowing upfront to spur development, letting TIF districts expire and returning the money to the general fund will help repay the debt over time. This proposal identifies equitable community development and affordable housing as key drivers. Still, for this development approach to succeed, there must be absolute clarity, transparency, and monitoring around specific equity goals. See MPC’s interactive website, https://lnkd.in/gzqaCCNF, which demonstrates how TIF and other development incentive programs were not designed with equity in mind, which has limited their use in areas with the greatest economic disadvantage. Many development incentives also lack transparency and accountability. The City’s proposed plan presents an opportunity to provide funding to projects based on clear criteria around equity in the neighborhoods with the most economic need. Development projects should align with the goals of the Citywide Plan, the forthcoming Department of Housing’s 5-Year Housing Plan, the Chicago Climate Action Plan, ETOD Policy Plan, and other guiding documents that center equity.

This year more than ever, it’s critical that California expands its investments in affordable housing to bring a robust pipeline of planned affordable homes into construction! RCD’s 2024 Legislative Priorities reflect the need for urgent state action to maintain our momentum towards increasing affordability and addressing homelessness. Most importantly, we call on the Legislature to sustain investments that meet the scale of the housing crisis by rejecting proposed cuts to housing programs and placing a $10 billion statewide housing bond AB1657 on the November ballot. We also support several bills that would create innovative new funding sources and expand the impact of existing dollars.
