The shift towards renewable energy sources, such as wind and solar power, is essential for addressing climate change. However, this transition poses significant financial challenges for local governments, particularly those heavily reliant on fossil fuel revenues. And as efforts to reduce carbon emissions intensify, the decline in fossil fuel production is expected to reduce these revenues significantly. Only two weeks to go for the WindEurope conference in Bilbao! Renewable energy has been growing rapidly not just in the UK but globally, with 2024 set to be what I call "the year of the battery" for the UK, with massive steps forward for BESS project development, but still very much reliant on other renewables, of which wind being a big one of them. The clean energy transition continues to be one of the most turbulent and fascinating topics to study from the political science perspective. Just when one thinks that the political support for renewable energy will vanish in the face of the rising populist tide and stagnating economy, more ambitious renewable energy policies get enacted by the EU and national and sub-national governments. In the next moment, however, one is instantly reminded that the socio-political backlash against renewables is still very much alive and can lead to the dissolution of governments and demise of green-minded parties. Only yesterday the government of the Dutch northern province Groningen, which was formed a year ago, collapsed over a dispute concerning a wind park project. Meanwhile in Germany, the leaders of the Green Party have resigned following a decline in public support and targeted negative campaign by virtually all other parties. Likely, the vast political science literature can help us make sense of the past and current events and perhaps better predict the future developments on this very important and timely policy issue.

𝗘𝗻𝗲𝗿𝗴𝘆 𝗖𝗼𝗻𝘀𝘂𝗺𝗽𝘁𝗶𝗼𝗻 𝗮𝗻𝗱 𝗖𝗹𝗶𝗺𝗮𝘁𝗲 𝗖𝗵𝗮𝗻𝗴𝗲: 𝗣𝗮𝘃𝗶𝗻𝗴 𝘁𝗵𝗲 𝗪𝗮𝘆 𝗙𝗼𝗿𝘄𝗮𝗿𝗱 Between 1850 and 2000, the world's energy consumption increased approximately fifteenfold. By the 1950s, oil accounted for 25% of the total primary energy used by humanity. Until the 1970s there was a strong correlation between GDP and energy use, which has decreased over the past fifty years. The Paris Agreement has a long-term temperature goal which is to keep the rise in global surface temperature to well below 2 °C above pre-industrial levels. To achieve this, 90% or more of the share of the world’s energy now being produced from fossil fuels will need to be provided by renewable-energy source. To sustain this progress, renewable energy sources must replace traditional ones like coal and fossil fuels. Government policies and subsidies can drive technological advancements, making renewables more affordable. However, challenges remain: solar and wind energy are not consistently reliable, varying by season. Therefore, electricity from oversupplied areas can be transferred to high-demand regions, while lithium-ion batteries can store and release surplus energy as needed. As solar and wind power grow, renewables could store energy by splitting water to create hydrogen, which can be burned later. If carbon capture technologies improve, this hydrogen could be combined with captured carbon to produce fossil-free fuels. This approach could address emissions that cheap electricity alone cannot, such as those from long flights, where lithium-ion batteries are impractical. However, this requires significant investment. The International Renewable Energy Agency estimates $800 billion annually in renewable investments until 2050 to keep global warming below 2°C. Effective policies and technological advancements demonstrating the shift away from fossil fuels will attract private capital. China is on track to achieving its 10-year wind and solar energy target much earlier than expected! In fact, reliable sources say the 10-year target is going to be smashed by the end of this year 2024. According to an AFRY report, China's aggressive policy-making and improved manufacturing efficiency are the secrets to this success. President Xi Jinping's goal of 1200GW of wind and solar energy by 2030 looks achievable sooner than expected due to the pace of deployment and current provincial plans. Obtaining access to the electrical grid is currently one of the main bottlenecks hindering the deployment of more renewable megawatts in #Europe. Access to the grid is via the Transmission System Operator (TSO) of the corresponding country who tells you how many megawatts and at which point of the grid you can connect your plant. The fact is that across the old continent there are hundreds of gigawatts waiting to be connected to the grid. However, it is also true that this is not the only bottleneck. Environmental impact statements, for example, are also a bottleneck in many European countries.
