Week to March 4, 2024 This week, the OTI for China to Northern Europe increased to 63 days due to carrier re-routings from the Suez Canal to the Cape of Good Hope. These transit times have begun to normalize but will change when carriers decide to transit the Red Sea again. The OTI for China to the U.S. East Coast remains elevated at 59 days as some carriers route westward around Cape of Good Hope while most leverage the Panama Canal despite slot restrictions. The OTI for China to the U.S. West Coast remains at 37 days as the transit time impact from the Red Sea situation is minimal.

📆 On October 30th, the Chief Inspector of Road Transport signed the founding documents of the Euro Contrôle Route European Grouping of Territorial Cooperation (#ECREGTC), marking a significant step in international road transport cooperation. 📌 After years of negotiations and efforts 🤝, Poland, following #Croatia, #France, #Germany, #Ireland, and #Luxembourg, proudly becomes one of the founding members of #ECREGTC. 📌 We are now looking forward to the signature ✍️ from the Dutch representative, which will edge us closer to the establishment of a new international organization aiming for enhanced #RoadSafety. 📌 Finalizing the organization’s registration with the Europejski Komitet Regionów will be the concluding step, making ECR EGTC the 89th European Grouping of Territorial Cooperation and the first of its kind in #internationalroadtransport. 🚀 Embarking on this fresh chapter of European collaboration in transport, we are presented with myriad challenges but also immense opportunities - ranging from shaping EU legislation, to invigorating collaborations, and tapping into EU co-funded projects. 🤝 Our pathway to success will be paved by broadening memberships and cultivating strategic partnerships with pivotal EU institutions (European Commission, European Parliament ) as well as European Labour Authority, CORTE Secretariat, and ROADPOL. Anticipating enriching collaborations with prior ECR members, we ardently hope for an expansive partnership involving EU member states and third countries 🌍.

Uzbekistan plans to purchase 6 high-speed trains of South Korean Hyundai Rotem and 30 electric trains of Czech Skoda. To do this, they will attract loans for 535 million euros under state guarantees. To do this, in November it is planned to attract a loan from the Economic Development and Cooperation Fund of the Republic of Korea (EDCF) for 185 million euros for a period of 35 years, including a 10-year grace period at a rate of 0.1% per annum. In addition, the Ministry of Transport and UTY were instructed to sign a direct contract with Skoda Transportation from the Czech Republic for the supply of 30 electric trains. To do this, it is planned to attract loans from Czech banks for 350 million euros at a rate of 5.5% per annum for 15 years, including a 3-year grace period. https://lnkd.in/du-8hgm7

Ben Park, Chair of the GBTA Europe Advisory Board, met with Vice President of the European Parliament Jan-Christoph Oetjen (Renew Europe, Germany) as part of a group of stakeholders to discuss the European Commission’s proposals to review the EU’s Passenger Rights framework. Ben welcomed the proposals on behalf of GBTA and members and took the opportunity to emphasise the specific needs of the business traveller, including the provision in the new laws for fully automated refunds in the event of cancellations using the same method of payment that was used for the booking and asking the EU to do more to facilitate multimodal trips, to help reduce emissions and increase efficiency. As the passenger rights review was only recently introduced and the current European Parliament is nearing the end of its mandate with the election scheduled for June, we expect the next Parliament to start the more substantial work on these proposals. #PassengerRights #EUCommissionReview #gbtaeurope

The CPC initiates proceedings against “Tir Parking Ruse” OOD for potential anticompetitive practices at the Bulgaria-Romania border in violation of art. 21 LPC and art. 102 TFEU By Decision No. 305/21.03.2024, the Commission for the Protection of Competition launched an ex officio investigation for antitrust violations with respect to the operation of the so called “buffer parking site” located in proximate vicinity of the border checkpoint “Dunav most”. Following preliminary investigation the Commission reached a reasonable assumption that the rules governing the access of cargo haulers to the border checkpoint potentially create competitive advantage for one of the operators of designated parking spaces for temporary stay of road haulers vis-à-vis competing parking operators, providing identical services in the town area of Ruse. The CPC collected preliminary data indicating the existence of possible discriminatory practices, favoring the Bulgarian haulers vis-à-vis their Romanian competitors, engaged in cross border transport of goods. Through recourse to these practices and taking advantage of its privileged access to the “virtual queue” information system, “Tir Parking Ruse” OOD potentially could prevent, restrict or distort competition both between the operator itself and its competitors, as well as between the haulers crossing the border checkpoint.
