Here are the 7⃣ things—including a #LossAndDamage sub-goal 🔥🌊⛈️— they need to make serious progress on!🧵 💰At UNFCCC #COP29 in Baku, Azerbaijan 🇦🇿, a New Collective Quantified Goal on #ClimateFinance (#NCQG) is set to be agreed 🧑⚖️. The #NCQG is intended to deliver #ClimateFinance to developing countries so that they can meet the goals of the #ParisAgreement. 🇺🇳 🚨Today, ahead of negotiations at #COP29, Ministers will meet for a formal High Level Dialogues on the New Collective Quantified Goal on #ClimateFinance (#NCQG) in Baku, Azerbaijan 🇦🇿. 🔗Find the agenda and webcast links here: https://lnkd.in/emcueHhM 🎯 What are the 7⃣ things Ministers —particularly those from developed countries— need to make serious progress on to deliver a #ClimateJustice ⚖️based #NCQG that can meet the needs of developing countries 💰 and the front line communities within them 🫂? 1⃣ We need a #LossAndDamage sub-goal of  $724.43 billion USD/year under the #NCQG 🔥🌊⛈️. The operationalisation of the Fund for Responding to #LossAndDamage and the #SantiagoNetwork for #LossAndDamage make it clear that #LossAndDamage is the 3rd pillar of #ClimateAction!🥳 2⃣ We need an #NCQG that stays true to the principles of the United Nations Framework Convention on #ClimateChange (@UNFCCC) and its #ParisAgreement 🇺🇳 upholding the principles of #Equity ⚖️ and Common but Differentiated Responsibilities and Respective Capabilities🤝. 3⃣ An #NCQG that offers strong political guidance 🧑⚖️ to enforce burden-sharing arrangements ⚖️that hold developed nations accountable for providing #ClimateFinance under the #NCQG based on their historical emissions 🏭. 4⃣ An #NCQG that is a new, public #ClimateFinance goal that is adequate to meet the needs of developing countries with a $6.88 trillion USD a year global mobilisation target prioritising concessional and grant-based finance.💰 5⃣ An #NCQG that enables a phaseout of #FossilFuels 🏭🛢️⛽️ in line with the 1.5°C target of the #ParisAgreement with a strong commitment to redirecting #FossilFuel subsidies 🤑 to #ClimateAction including addressing #LossAndDamage 🌊🔥⛈️. 6⃣ An #NCQG that disperses transparent 🧊 and equitable ⚖️#ClimateFinance with clear reporting 📝 on sources, flows, #GenderResponsiveness, #HumanRights, and impact to ensure accountability. 🔎 7⃣ A clear definition of what does and does not count as #ClimateFinance (e.g.#CarbonMarkets: NO🚫 🏭🌳 / #ClimateFinance grants: YES ✅). 🧐This is very important to stop 🚫 developed countries double counting 🫠and claiming false solutions count as #ClimateFinance. 😡 [Continues in the next comment]

🟠 A high-level meeting at #COP29, co-organized by the COP Presidency, Ministry of Economy of the Republic of Azerbaijan, the United Nations Economic Commission for Europe and United Nations ESCAP, saw the introduction of the SPECA Multi-Partner Trust Fund, and establishment of the SPECA Climate and Innovation Dialogue. This marks a new chapter in regional #climate cooperation for countries participating in the United Nations Special Programme for the Economies of #CentralAsia (SPECA). “As a unique format of interaction for Central Asia, SPECA has great potential for impactful regional cooperation on #trade and #transport, #energy and #environment, #digitalization, and many other key topics,” noted UNECE Executive Secretary Tatiana Molcean. “The SPECA Multi-Partner Trust Fund and the SPECA Climate and Innovation Dialogue will further advance partnerships and collective solutions to the shared challenges in the region.”   The SPECA Multi-Partner Trust Fund aims to strengthen the broader SPECA mechanism and accelerate the achievement of its strategic, long-term objectives, namely: 🔷 Facilitate #economic cooperation in the SPECA region;  🔷 Create incentives for economic development and integration; and  🔷 Provide a platform for cooperation on transboundary and cross-border issues to support the achievement of the #SDGs. The SPECA Climate and Innovation Dialogue is a public-private-academia platform that aims to facilitate and promote regional cooperation on climate action, green #technology, and #innovation.
